The Role:
Position Summary
This discovery in the Central N Sea is one of the largest undeveloped resources in the UK. It is classified as an ultra HP/HT reservoir with shut in bottom hole pressure of 1175bar and reservoir temperature of 200 deg C. This development will be the first operated uHP/HT development project that the client has undertaken and will have a significant impact on its future business plans.
The Cost Estimating Engineer will support the Lead Cost Estimating engineer in:
• Developing and maintaining Budgets & Forecasts for Select Stage/ Define Stage cost management
• Developing and maintaining the overall Development Estimate to First Production, including the preparation of scenario estimates
• Inputting into contract award processes and monitoring of contractor costs
• Providing cost reporting
• Contributing to the Project Controls community

Key Accountabilities
Cost Estimating:
• Develop & maintain cost estimates for the project in accordance with the client's corporate standards and guidelines
• Liaise with the Project Team including Well Engineering with respect to estimate development
• Support internal and partner project estimate reviews and approvals processes
• Participate in reviews of third-party or sub-contractor estimates
• Participate in cost and schedule risk analyses, using probabilistic techniques
• Participate in the development of a project risk register to provide for identification, mitigation and monitoring of project risks
• Participate in the development and review of key engineering deliverables to ensure appropriateness as input for estimates
• Facilitate third party and sub-contractor cost & estimating efforts through early alignment of expectations and ensuring that the third party / sub-contractor cost & estimating function receives the appropriate support from other project team members
• Liaise with the cost estimating function on cost benchmarking and to ensure a good exchange of cost estimating knowledge, data and lessons learned
• Work with project/ facilities engineers in using pre-sanction cost estimating tools (e.g. brownfield estimating tools, Que$tor)
Cost Engineering:
• Using the client's standard, maintain the project cost break-down structure in coordination with work and organisational structures and accounting processes in liaison with the appropriate functions and managers
• Prepare and operate in-house overall cost control systems and cost data
• Prepare and maintain project cost & estimating procedures, and provide input to other relevant project documentation
• Provide accurate and timely project cost reports, verifying cost performance against plan, and identifying areas of potential budget overrun requiring corrective action
• Input expenditure data for the project monthly report; assist in monthly report preparation and ‘ProSpace’ updating
• Produce and maintain annual budget cost estimates submitted for annual work programme and budget approval cycle in conjunction with the finance function
• Liaise with Project Accountants on Project Capex input into Business Plans
• Ensure lessons learned are fed back to internal project stakeholders for the benefit of future projects

Essential Skills / Qualifications:
• A commitment to the high standards of HSSE that are expected within the organisation
• Technical professional with experience in the oil and gas or petro-chemical industry
• Knowledge of all phases of major oil and gas projects e.g. FEED, EPC, Commissioning, Start-up etc. and experience of the project sanction process
• Proven record in the successful production of all types or classes of cost estimate, from initial screening through, conceptual and final investment decision-grade, for oil and gas projects, preferably in the North Sea environment
• Proven record in the successful cost control of oil and gas projects, including management of contractor performance against these costs
• Some hands-on experience of using proprietary cost estimating tools
• Some experience of working on projects with joint venture partners
• Degree in an Engineering discipline or equivalent (preferred) or to HND or equivalent

Desirable Skills / Qualifications:
• Chartered member of a relevant engineering discipline or equivalent (preferred)
• Excellent communications skills, both written and oral, with the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence plans
• Good team player with a pro-active and flexible attitude
• Fluent in English
