Team Members are located in various parts of RF with possible trips to Europe
Long term business trips are possible

The Role:
• Cost Estimator is a key figure for project management in relation to the project cost estimation and development of cost estimates and reports related to construction and CFTs.
• The position requires a highly professional and organized individual who can work in a fast paced project environment
• Cost Estimator shall be familiar with methods and standards related to works, be able to read drawings, technical documents, specifications and handle technical aspects of the requests

During the project, the Job Holder has to:
• To ensure compliance of the developed cost estimates with the RF norms and GS Client
• To produce cost estimation reports for earth works/piling/structural/piping/E&I/etc. contracts for infield pipelines, pads development, treatment plants and CPF facilities by requests of project manager, project control manager, Ph3/Ph4 package managers, construction manager
• To perform cost estimation based on the technical scope of project work provided by dedicated engineers at a given time by using the information and means at his disposal: databases, estimation tools, private and professional experience, and external consultations (with suppliers, RDIs, construction contractors, etc.)
• To participate in contract bidding process: to review bids and take part in negotiations; to perform all pre-bid services by development and preparation of cost estimates for construction projects or services; as required, to take part in site visits for scope evaluation
• To check contractor’s cost estimation to confirm the contract and change orders prices
• To provide support to other departments in Construction & Projects to justify the estimations to the clients, assets or partners
• To perform analyzes - estimated vs. actual costs upon project completion when directed by management
• To assist to construction and project in third party cost estimation reviews
• To forecast costs as per the approved cost estimate and current budget, timely informing the management about compliance of the cost estimate and the budget, budget deviations and potential risks impact.
• To participate actively in cost review with Construction & Package Managers
• To check the acceptance acts and contractor Performed Works Cost Reports forms in KS-2, 3, 11, 14 format
• To develop cost estimation related to acceptance of the TEPR assets
• To prepare weekly estimation reports & key performance indicators
• To identify financial risks based on cost estimate and assessment of their potential impact on project with potential mitigation of consequences
• To review budget and project profitability status and goals with support of project control team
• To seek input on corrective measures to continuously improve the identification and accuracy of cost figures
• To develop and update the cost database based on market surveys and intelligence, analysis of contractors’ costs, as well as other sources from the group and other oil companies
• To develop technical tools of assessment, as well as macro economical parameters of impact on the project value


• Estimator shall be guided by: the best practices of project cost estimation; construction norms and regulations; method statements and construction plans; design and detail documentation
• Estimator shall be entitled:
 To request from project and construction managers, as well as from Ph3 and Ph4 package managers any project, technical and commercial documentation required for estimation, and to adjust cost factors as required
 To require from division managers of timely performance of the company's management tasks and instructions, submission of reports and technical documentation
 To participate in cost estimation report preparation for different project needs, such as bid proposal studies, CO’s analysis, etc
 To provide the Project Control Manager with cost estimation data for preparation and update of project reports & presentations
 Within his/her competence, to inform project management about all defects identified during his/her activities, and to propose the ways to rectify such defects
 To act as a representative as instructed by the line manager in higher authorities and third parties within his/her competence
 To introduce optimization proposals to the management regarding the job duties described thereto

Cost Estimator shall be liable for fulfillment of tasks, functions and all requirements provided herein, including for:

• Correctness and validity of cost estimations and assessments, produced from technical documentation
• Checking KS-2,3 forms
• Preparation and update of cost estimation databases and archives
• Keeping professional relations with project team and contractors
• No disclosure of confidential information

Essential Skills / Qualifications:
University degree, preferably in industrial and civil construction
Five (5)+ years O&G industry experience as a cost estimator
Excellent Organizational and communication skills
Multi-task performance abilities
Precision and accuracy in calculations and documentation, detail oriented
Experience in the use of relevant software (Microsoft Word, Excel, Access, special cost estimation software Grand-Smeta)
English – intermediate level
