The Role:
The Cost Estimator position provides estimate development support and guidance to the Project Team in accordance with requisite the clients estimating for all Project and Modifications and TAR activity including on-going projects, new scope additions, project risks, and management of change requests based on technical scope, quantities and MTOs.
The position performs project cost risk identification and analysis to validate and/or recommend appropriate contingency for TIC estimates.
The position serves a functional role to ensure appropriate and consistent processes, procedures, and standards are developed and applied for the clients project cost estimates. Develop and implement appropriate estimating processes, procedures and standards and provide estimating support to the Project Team.
Develop and apply benchmark cost targets to assess project cost viability.
Communicate performance expectations and responsibilities to the Project Team and Cost Estimators.
Review and validate project estimates to ensure they are properly aligned with requisite the clients estimating guidelines and procedures.
Review and validate estimate scope, productivity rates, estimate assumptions/exclusions and unit costs to ensure that they are reasonable and properly aligned with the project execution plan and contracting strategy.
Integrate contractor developed estimates into TIC budgets.
Update and maintain estimate and actual cost database.
Reconcile cost estimates with contractor bids, estimates, and actual costs during project execution. Essential criteria & qualifications (The absolute minimums to do the job)
Professional cost estimating experience. Ability to independently organize and prioritize work to meet deadlines. Proficient with Microsoft Word, Excel. Desirable criteria & qualifications (Qualifications that are good to have but not mandatory) Project estimating experience on capital projects with TIC budgets over $5 Million. Broad experience with various estimating and project management software platforms such as Aspen Kbase, EstiMate, G2, Prizm, P6, etc. Benchmarking experience, comparative analysis to IPA, RS Means, and Richardson, or similar systems.
AACE CEP (Certified Estimating Professional) certification

• Prepare and maintain the Cost Estimating Procedure and Estimating Database for Angola Region
• Support Project Managers and SPAs in the development of Project & TAR Cost Estimates relevant to the stage the work has reached in the Capital Value Process
• Work closely with contractors during the estimate development and ensure their process is compliant with the clients Estimating Procedure
• Work closely with the Cost Control and Planning teams to ensure the estimates are developed in line with the Work Breakdown Structure and the Cost Breakdown Structure that has been agreed for the work.
• Prepare cost estimates for contract variations including the review and evaluation of contractor submitted variations
• Analyse work activities, manpower and productivities in generating norms to be used in cost estimating database
• Participate in the preparation of Business Cases and in developing cost estimates for CVP stage Decision Support Packages.
• Conduct peer reviews of Project Cost Estimates prepared by other teams
• Ensure the contents of the project Risk Register are reflected in the project estimate where appropriate
• Present the basis of the estimates to the Project Management Team and at Peer Assist and Review meetings where required.
