The Company:
Our client is a leader in the oil and gas industry and has a requirement for a Cost Planning Engineer to join their Building Production Organisation team based in Brisbane for 12 months on a resident assignment and then relocation to Papua New Guinea.

The Role:
Main Function
• Coordination of cost estimation and stewardship of project pre-startup costs
• Facilitate the development of the annual Planning and Budget (P&B) deliverables
• Steward costs against budget and provide updated outlook on a monthly basis and report status/progress

• Lead monthly cost stewardship and forecasting reviews with managers and cost stewards
• Develop cost estimates for project economic evaluations and funding
• Design, develop and maintain cost planning and stewardship tools
• Design and maintain cost capture system hierarchy within IPES (SAP) plus its interfaces with other inter-company billing systems; document and maintain cost flow diagrams
• Serve as interface with Venture Project Controls group; maintain close liaison with cost and control engineers in the project teams and other functions
• Preparation and management of expenditure tracking and outlook reports, including monthly Financial & Operating reports, planning for and preparation of annual P&B requirements
• Liaise with Project and Company Controllers on monthly actuals, accruals and SKF allocations to ensure spend is accurate and consistent with approved budgets and stewardship requirements
• Ensure that budgets reflect the approved project design/execution scope; raise MOCs as appropriate and be able to reconcile back to control estimates and recent P&B forecasts
• Maintain record of “as-built” (i.e. inception to date) costs, split by appropriate work breakdown structure
• Maintain register of cost related MOCs
• Participate in planning and kick-off meetings to ensure common understanding of cost, estimating, progress measurement, and change management requirements
• Conduct briefing sessions for project team members with respect to project control requirements and processes
• Analyze cost trends, develop and review cost forecasts and identity and maintain list of cost reduction opportunities
• Additional responsibilities include preparation of team weekly reports and issue lists

Essential Skills / Qualifications:
• Engineering, Technical or Business Degree, or equivalent
• Excellent computer skills – very strong MS Excel and Access skills; proficiency in Word, PowerPoint and Visio; experience with MS Project a plus.
• Expertise in project planning, project controls and cost and schedule engineering
• Good communication, organization and documentation skills
• Good leadership and interpersonal skills – able influence input from managers and cost stewards and work effectively in a team environment
