Oil and gas company (our client) is urgently looking for Controls Systems&Communications Supervisor Pump Stations and MLBVs RF:

CANDIDATES MUST HAVE ELIGIBILITY TO WORK IN RF

General Description
CS&C Supervisor Pump Stations and MLBVs is responsible for the following scope at CPC’s 3 existing (system upgrades) and 8 new pump stations in the Russian Federation:
•Telecommunications
•SCADA
•Integrated Pipeline Security Systems
•Local Control systems

The Role:
•Position reports to CS&C Area Superintendent
•Position to manage / supervise Contractor’s installation of CS&C equipment and systems, all under lump sum contract(s), integrating control of pump stations into the overall system Control Center at the Shore Facility near Novorossiysk, Russia, on the Black Sea
•At new pump stations, Position will be working in construction areas under control of Project Management companies other than Chevron
•At MLBVs, Position will be working in un-attended operating facilities under control of CPC Operations
•Review, advise and concur with Contractor’s work execution planning, releasing / initiating packages of work in keeping with schedule requirements and good construction execution practice; drive completion of work packages/areas/systems in a timely manner
•Review Contractors work, equipment and labor resource planning vis-à-vis schedule, ensuring adequate numbers, condition and capability/competence
•Ensure safety of Contractor’s work activities with regard to workers, and avoiding impacts to project progress, completed works and existing Operating facilities
•Ensure constructed works conform to IFC design document and specifications
•Ensure that quality of finished works and documentation thereof meet requirements of Russian Federation

Primary Job Duties
•Work pack planning, preparation and work release, and acceptance of completed works
•Daily compliance with Operations and Project Permit to Work system in keeping with, ‘brown field’ area designation and simultaneous operation
•Ensure Contractors and sub-contractors are working at all times to latest IFC design documents / drawings
•Attend or conduct weekly contract / project progress meetings, ensuring adequate minutes of meetings are kept
•Address RFI/RFC from Contractor
•Raise and issue Instructions to Contractor as needed
•Document Contract issues that could lead to claims
•Walkabouts for Safety/IIF performance/compliance
•Schedule / participate in Management IIF Walkabouts for Worker engagement
•Coordinate / ensure QA inspections / welding examination and preparation of documentation
•Be familiar with and ensure conformance with Project written policies, plans and procedures
•Conduct Construction walk-downs with Contractors to confirm completion of work packs and systems / sub-systems; develop and clear punch-lists
•Drive turnover of completed systems, and supporting documentation

Operational Excellence / Organizational Capability
•Promote a professional atmosphere and relationships between various segments of the project team, ie, Company project organization, Operations, Contractor/sub-contractors
•In area of responsibility undertake the role of Champion in the Project’s campaign to enroll Contractor’s management and workforce in the culture of Incident and Injury Free (IIF) construction execution
•Monitor and control daily work activities on site to ensure well-being of workers and safety of facilities, and ensure that subordinate superintendents / supervisors to do the same
•Manage and assist the Contractor (lump sum) in order to ensure orderly planning and execution of work activities to achieve schedule and cost objectives
•Ensure construction activities conform to approved IFC design documentations
•Ensure good coordination between Contractor and Company Quality Control processes and Quality Assurance inspection and documentation activities, to ensure turnover to Operations of conforming facility and supporting documentation
•Comply and promote compliance with Company and Project specific procedures/processes to ensure success

Essential Skills / Qualifications:
•Minimum ten (10) years previous Construction project experience in telecommunications, control systems and SCADA
•Must have interpersonal and communication skills, both oral and written, and be able to interface with colleagues at all levels
•Must have experience working in an integrated team environment which is multi-cultural, multi-national, and includes accommodating language differences
•Must have experience in managing EPC lump sum contracts
•Demonstrated project management skills, including ability to utilize, review/analyze Contractor’s routine reporting of Construction progress and status, and also to support reporting of same to Company
•Computer user skills in Microsoft Windows environment using Microsoft Applications; ability to utilize Project’s computerized communication, reporting, and document management systems
•Proactive thinker
•Require both English/Russian language skills

Desirable Skills / Qualifications:
Work Location/Assignment Type:
The position will be a rotational assignment based at the Pump stations RF. Meals and accommodations will be provided at construction camp/hotel. Travel along route of pipeline is required. Rotational assignments will be 7 days/week, 12 hours/day, and 28 days on/28 days off, with potential for working extra days if needed.
