The Role:
Purpose:
Commissioning and Start-Up (CSU) is an essential component of a projects delivery as defined in Project Standard 14, which Project Managers are ultimately accountable for ensuring its implementation. The primary purpose of a CSU Engineer is to ensure that a project performs and delivers on its original promises, in terms of preparedness for start up, first oil, production ramp up to steady state production and that it is fully ready for handover to the Operate phase. Additional to the primary objectives they are also responsible in assuring that the planned availability and technical integrity of the facilities are not compromised, but realized. This is achieved through the competent application of the CSU and associated Operations Readiness (OR) Standards and generating the CSU plans which specify the related funds and resources required to support a project through its initial phases up to final delivery.

Essential deliverables of the CSU process are the development, inclusion and assurance of:
- A contribution to the project feasibility report in the assess phases
- Incorporation of a CSU strategy into the Project Execution strategy including the CSU requirements in the Tender documents for FEED during the select phase.
- Development of the CSU strategy, plans and the project specs that cover CSU requirements, with inclusion in the Tender documents for Execution, during the define phase.
- Integration and execution of the CSU plans into the overall project plan assuring the requirements are incorporated and the start-up, performance testing and handover of the facilities to operations during the execute phase of a project.

Other responsibilities will be support to the Flawless Project Delivery, Project to Asset Handover processes and the OR strategies / plans.

Within a Project a CSU Team is made up of a Leader and associated CSU Team members. This CSU Team is comprised of individuals with the requisite skills and competencies to oversee all commissioning and start-up deliverables to the Project and Asset Teams.

The CSU Engineer is assigned to a project or cluster of projects reporting to either an OR Lead or directly to the Project Manager, with the objective of delivering all aspects of the CSU process through applying their own skills, resourcing and utilizing discipline CSU Engineers and supporting the other OR resources in the project. The diversity of his/her portfolio and the size of the teams that they will be working with will be dependent on:
- Size, nature / complexity (e.g. onshore / deepwater / subsea/ green or brown field / H2S / CO2 etc.) and phases of the project(s)
- Specialist skills of the incumbent



Accountabilities:
The primary accountabilities for the CSU Lead Consultant are, but not limited to, the:
Fulfill the role as TA2 for CSU related activities in the Asia/Pacific region
Development and management of integrated CSU Plans and teams across the region.
Development and updating of project specific CSU strategies, requirements and plans and integration within the project, assuring that any proposed actions are received, considered, actioned / fed back, and included in any relevant documentation e.g. Invitation for Tender.
Identification and assistance in the recruitment of the manpower required to ensure the project CSU plans can be executed through pre-commissioning, commissioning, start up to final project to asset transfer.
Identification of the competence development and training needs of the CSU team and eventual operations team to take the project through execution to operation. Assistance in the development of any simulators that may be developed to support training needs.
Definition of the system breakdown of the facilities.
Development of completions and operations verification and acceptance strategies for all projects.
Preparation of the facilities preservation, initial start-up, performance testing and operating procedures.
Preparation, in discussion with the OR Lead, of the Project to Asset transfer performance criteria and KPIs to be applied. Support to the plan with clearly stated handover requirements for hardware and associated spares.
Assurance the critical elements of the Flawless Project Delivery process are executed successfully and included in the verification scheme.
Participation in HAZIDS, HAZOPS, Pre Start Audits and OR&A Reviews in support of the assurance processes.
Development of the CSU relevant documentation and controlling it throughout the project.
Contribution to the development or enhancement of the CSU standards, processes, tools & systems, incorporating any Lessons Learnt and Best Practices
Maintenance of the CSU tools & systems, i.e. updating the Lessons Learnt and Best Practices database as required.
Development, implementation and updating of the Operational Readiness Plans relevant to the CSU topic activities.
Utilization of own specialist skills in the implementation of the above (e.g. Operability, Control & Automation, Total Reliability)
Management of risks through a structured method leveraging enthusiasm through hearts and minds.

In order for these accountabilities to be realized on a consistent basis, the incumbent will need to be familiar with the latest CSU standards, processes tools and systems (Project Guide 14 and 14b) it will be required that any gaps in this knowledge are closed prior to being partially or fully assigned to one or several projects, be they Brownfield or Greenfield.
Special Challenges:
Incumbent is expected to develop their CSU competencies to be recognized within the Project Management Teams and the Operator Asset/Operations Management Teams as a seasoned and capable professional that can deliver value whilst assisting and guiding the key stakeholders, within or outside Company, with the aim of realizing the:
- Selection, development and execution of Optimised Concepts
- Safe and cost effective commissioning of Projects
- Delivery of Flawless Projects
- Controlled ramp-up of Projects to pre-defined Steady State Operations
- Total Reliability & Technical Integrity of the delivered operating facilities
- Asset management is fully prepared to take the project into the ‘Operate’ phase of its life
in line with the CSU / OR related Standards & Global Processes.

Challenges include championing all aspects of new technology and the latest operational practices; educating asset operators as part of a change management plan; managing efficient communications between project teams and operations teams; managing interfaces with engineering and petroleum engineering departments regarding the longer term asset development plans.

In many cases, the ability to work with people from different cultural backgrounds will be essential and many jobs are likely to involve working with government or partner representatives.

Become a community member of the greater Global Project Delivery Organization (Facilities, Operations, L&I, HSE, IT, etc.) and contribute to and participate in cross learning.

Be a role model for graduates and young professionals within Project Teams and Regions, acting as mentor and/or coach as required.


Additional comments:
The primary role of the CSU Lead Consultant application of the CSU Standards (PS14 and PG14b) and the contribution to their further enhancement. However, in this position individuals can expect exposure to the full project value chain, including:

Experience and Qualifications required:
Seasoned 15 years technical professionals with a background in either of production / maintenance operations, asset management and/or project supervision (e.g. commissioning or previous OR roles) with demonstrable experience in the areas of interest for the job. Working experience on part of, or the entire, Project life cycle (from conceptual design through to final commissioning and handover) and/or in the front line oil and gas production operations is essential.

A self-starter, highly motivated leader with a proven track record who can recruit, create and develop a team.

Excellent communication and analytical skills are essential.

Skills in: Flawless Project Delivery, Total Reliability, Control & Automation and HSSE & Assurance are highly beneficial.

Exposure to both onshore and offshore operations and/or project experience are an advantage, as is experience in working in remote field locations (e.g. desert, tropical, arctic environments).
