The Role:
The Customs Analyst coordinates all ENL customs clearance activities in Russia. The Customs Analyst must interface with all Production and Project structures, as well as contractors and subcontractors to ensure cargo clears customs efficiently and in compliance with procedures for import and export under the Sakhalin-1 PSA and the representative office. The Customs Analyst must also directly interface with government authorities, including Customs, Sanitary Control and Phyto-Sanitory/Veterinary Control, with regard to import and export activities by Exxon Neftegas Limited.

Responsibilities and duties include:

• Coordinate Customs Broker and Freight Forwarder(s) work to ensure smooth customs clearance of ENL cargoes
• Follow up on discrepancy reports issued by Customs Broker and coordinate investigation process between Customs Broker, Vendor, Freight Forwarder and ENL
• Research the requested information from the Clients and Vendors and provide to Customs Lead for preparing the response to Customs
• Coordinate with Freight Forwarder(s) and Customs Broker to ensure expedited customs clearance of urgent/critical shipments
• Compose/review general correspondence with customs authorities
• Ensure Custom Authorities have all documentation necessary for customs clearance of Sakhalin-1 cargoes
• Support audits by Customs authorities
• Sign Letters of Guarantee for all imports under the Sakhalin-1 PSA
• Sign Guarantee Obligation Letters and Packing Lists/Invoices for all ENL imports and exports
• Ensure all customs databases and files are maintained appropriately
• Meet with Customs and other border authorities on general and specific issues regarding import and export of ENL cargo
• Monitor performance of ENL Customs broker regarding customs clearance of ENL cargoes
• Research and advise on customs impacts of disposal strategies and plans
• Other duties as assigned by Customs Lead and/or Supply Chain Operation Supervisor
• Employee is responsible for conscientious performance of his/her duties in accordance with Russian Labor Code

Essential Skills / Qualifications:
• University degree or equivalent
• 7 years minimum professional experience preferred
• 5 years minimum experience working in customs and/or government and regulatory affairs preferred
• Very strong communication skills, both verbal and written
• Must be proficient in common PC software (MS Word, MS Excel, MS Access, MS Outlook or Lotus Notes, etc.)
• Strong English language capability
