The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
• Member of a team of Process Commissioning Engineers, executing commissioning activities
• Ensure correct technical integrity is achieved and maintained for all Hydrocarbon and Utility Systems prior to handover to Operations
• Provide Technical input and approval for Commissioning Test Procedures
• Provide Technical input to Site queries and review of all process changes.

SKILLS

• Competent in communicating in English language.
• Ability to work on own initiative.
• Good inter-personal skills.
• Ability to produce written reports and procedures.
• Ability to interact with Mechanical-Electrical-Instrument Engineers & Technicians
• Computer literate in MS Word, MS Excel and MS Powerpoint
• Deep understanding of engineering and Process Flow drawings/diagrams.

EXPERIENCE:


• Demonstrable HSSE Leadership and personal commitment to Safety
• Awareness of safety management systems.
• Demonstrate a deep understanding of Commissioning process
• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects (preferably with a major operator), in a similar role leading to development of the following skill sets:
o Involvement with Engineering Contractor in design phase.
o Process System Calculations for Operability.
o Development of Limit of System Handover (LOSH) drawings
o Commissioning Dynamic Test Procedure compilation
o Site Acceptance Testing
o System Handover Process from Construction and to Operations
o Familiarity with Mechanical Completion Process
• Control of Work processes during execution

RESPONSIBILITIES & OBJECTIVES

• Demonstrate personal HSSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained.
• Review engineering design and provide comments toward “commission-ability “ at site
• Development of Limit of System Handover (LOSH) drawings
• Comply with company competency guidelines for IEC 61511
• Mentor national and junior team members as necessary
• Ensure all team members are fully aware and understand all the projects safe working practices and adhere to them to maintain a SAFE working environment.
• Ensure all Commissioning discipline Engineers, Supervisors and Technicians deployed on process systems are fully aware and understand the projects safe working practices and ensure they are adhered to, to maintain a SAFE working environment.
• Ensure that any engineering changes to systems, are captured and marked up on project master P&ID’s.
• Provide assistance where applicable to the SRP for contractors Site Engineering Queries and responsible for liaising with the Engineering Manager and Engineering Contractor for the resolution of these queries.
• Responsible for approving the Process content of onshore process commissioning test procedures (CTPs) , ensuring that the integrity of the systems is maintained and all safe working practices are adhered to within the procedures.
• Responsible for the development of the major process systems commissioning test procedures (CTPs) ensuring integrity of systems is maintained and all safe working practices are adhered to within said procedures
• Provide assistance to the Commissioning Mechanical, Electrical & Instrument / Control groups to ensure that the all Mechanical Pre-Commissioning activities and dynamic Commissioning activity are completed in a safe manor.
• Ensuring all relevant Training and Coaching is undertaken and implemented for all Azeri Nationals within the Commissioning group to develop their technical understanding of engineering principles and practical skill level.
• Ensuring that all commissioning procedures and paperwork within the SHCP is completed to enable a smooth hand over of systems to Operations.
• Provide assistance as required to Operations/Start-up groups for studies & preparation of “start up” procedures and associated documentation.
Objective:
• Ensure the projects commitment to Safety is maintained.
• To complete the work scope assigned within the defined project schedule, ensuring the engineering design standards are achieved and equipment operability satisfactorily demonstrated

Essential Skills / Qualifications:
Recognised Process Engineering Qualification, Degree Qualified. Consideration will also be given to candidates with HNC/HND qualification who demonstrate appropriate experience / work history.

• Proven track record delivering required role or similar within the Oil & Gas Industry
