Our Client is an International Oil and Gas Operator involved in 2 of Australia's largest LNG Projects based in Western Australia. The Role:
An opportunity is available for a Deputy Site Construction Manager to join the construction team.
The position has a strong interface and relationship with the Perth based project management and support organization Deputises for the Site Construction Manager in their Absence.

Duties and Responsibities:

• Member of a multi-functional execution project team responsible for planning, coordination, field supervision and engineering input relating to all mechanical construction activities for a three-train LNG plant.
• Provides strategic overview and interfacing of all Barrow Island downstream construction activities. Health, Safety, Environment and Quarantine
•Commits to and champions the development and implementation of a safe working environment for everyone on the project and the continuing establishment of an Incident and Injury Free culture.
• Promotes a positive HSEQ culture by active participation in development, implementation and engagement of the company’s Health, Environmental Protection and Safety policies and procedures.
• Assures the quality, closure and timeliness of HSE audits, reviews and incident investigations for incidents.
• Sponsors and influences contractors on HSEQ behaviors and culture to improve overall performance. Construction Area Management
• Manages the EPCM area construction teams (Marine, Civils and Undergrounds, Electrical Instrumentation and Telecoms, Outside Battery Limits, Miscellaneous Civils, Tanks, Mechanical Electrical Instrumentation and Control). Interfaces with and influences senior and experienced EPCM and contractor personnel.
• Provides strategic overview and interfacing of activities and issues on Barrow Island for all area construction matters for the LNG plant.
• Responsible for assuring adherence to area execution plans. Proactively anticipates threats and opportunities, and ensures these are being addressed in an effective manner by the EPCM team.
• Provides interface oversight across all EPCM subcontracts for consistency of execution regarding IIF/HSEQ, shared resources, processes, contract management practices, planning, scheduling and interfaces with contractors.
• Assures the competency and allocation of shared resource personnel.
• Provides assurance of EPCM quality (QA/QC), technical services, project controls and materials management/logistics organizations.
• Assures area management of construction commodities, inclusive of ensuring equipment preservation, installation and testing programs are appropriate and do not compromise equipment performance
• Provides stewardship for multiple construction contracts of medium to high risk.
• Assures that construction processes are developed and executed to protect Company assets:

a) The construction tasks are planned and completed as scheduled
b) Performance deviations are managed in line with business processes
c) The right prioritization is placed on works by managing the timing and sequence of works to facilitate optimal resource levelling of the execution contractors
d) The quality process is implemented in line with expectations
e) The work is executed cost effectively and timely

• Effectively manages and controls change. Applies Project Development and Execution Process and Capital Stewardship principles to maintain effective communications and the free flow of information between work groups in order to assess and minimize the impact of concession requests, schedule changes, and technical interface queries.

Essential Skills / Qualifications:
• 25+ years site construction experience,
• 15+ years as a Construction Manager

Preferred Skills:
• Competent in the use of common computer systems and software
• Ability to manage multiple tasks and a mastery of construction management, sequencing and methodologies
• Mastery of LNG construction and experience in dealing / interfacing with Contractors
• Outstanding communication and interpersonal relationship skills


Additional Comments: Position is for 12 months, based on BWI, working 11 hours per day.
