Location: Yokohama, Japan
Status: single

Assistant Lead Engineer (ALE) of HSE in Design will have to support the Lead Engineer (LE) who gives instructions to the engineers for the basic engineering design activities related to the Health, Safety and Environment (HSE) at the design stage for the projects.

The ALE will have to work as one of the engineers and also take over a part or full of the duties or responsibilities of the LE as an assistant.

Major Duties
- Preparation and drafting of Plan/Procedure
- Basic Design Philosophy and the establishment
- Confirmation of the design requirements and the counter-measures with clients
- Review comments on specifications and drawings
- Attendance to 3D Model Review and the comments
- Register preparation for Hazard, Environment data etc.
- Coordination work with the consultant for the HAZOP meeting and the attendance
- Study and Calculation for Heat Radiation, Dispersion and Emission etc. on simple HSE matters.
- Audit, Verification work for the products on HSE matters prepared by disciplines
- Summarizing of HSE Review/Study and the execution including products issued by any consultant
- Suggestion/comments on the design judgment
- Execution of ALARP Study

Essential Skills / Qualifications:
10 years or more of experiences in the HSE in Design engineering execution including a minimum of 3 year in the site installation, trouble shooting and commissioning
- Equipment and the detailed configuration, mechanism with the operating conditions in Process Plant to be protected as per fire protection systems
- Physical properties for fluids (especially hydrocarbons) handling in the Process Plant and the hazardous risks with the correct counter-measures
- Fully understanding for the requirements such as applicable regulation and law
- Several incidents and the causes & reasons
- Actual execution experiences for HSE design requirements in the past projects
- HSE basic design philosophy and the related detailed design
- ALARP (As Low As Reasonably Practical):
Safety versus Environment, HSE versus Operability/Maintainability, Cost, Schedule Balance and Optimization
- HSE Review/Study (HAZID, HAZOP, SIL, QRA, EIA etc.)
