The Company:
Oil and gas company (our client) is urgently looking for Document Handover Manager:


The Role:
Job Responsibilities
• Reports directly to Project Quality Manager.
• Supervises Completions Database Specialist (directly) and four Data Entry Analysts (indirectly).
• Oversees As-Built Document Handover and Acceptance Commission activities. A close on-going working relationship with Rostechnadzor and other Regulatory Agencies is a critical responsibility.
• Actively champions safety.
• Develops CPE Procedures for As-Built Document Handover and Acceptance Commission activities.
• Reviews Contractor’s Quality Plans, Inspection Test Plans and Document Handover Plans.
• Reviews Contractor’s Standard Document Requirements Lists (SDRL’s) and items received.
• Works closely with Construction Contractors’ Personnel for submittal of As-Built Documentation.
• Works closely with company 3rd Party Rostechnadzor-Certified Inspection Personnel (TECHNADZOR’s)
• Manages assembly of Equipment Documentation Dosiers (Passports).
• Manages assembly of Completions Library with signed/stamped ACTs and As-Built Documentation.
• Manages scanning of ACTs, As-Built Documentation, and Equipment Passports into electronic files.
• Manages entry of electronic files and data into Completions Database. • Issues Weekly and Monthly Progress Reports on state of As-Built Documentation and Regulatory Handover.

Essential Skills / Qualifications:
Job Qualifications
• Minimum fifteen (15) years previous Completions and Regulatory Handover experience within Russia Federation, Kazakhstan or other CIS countries. Preference will be given to candidates with an established good working relationship with Rostechnadzor in Krasnodar Krai.
• Working knowledge of applicable GOST and SnIP Standards.
• Interpersonal/communication skills to interface with colleagues at all levels without creating conflict.
• Computer skills using Microsoft Applications (Excel/Word/Outlook); and ability to utilize Project’s computerized communication, reporting, document management, and completions systems.
• Fluency in written and spoken Russian language is required. Preference will be given to candidates also with “Intermediate (or better)” English language skills.

Desirable Skills / Qualifications:
Rusiian and English - fluent.
