The Company:
A major oil and gas operator

The Role:
The North Africa DE is accountable for all the conceptual planning engineering (Appraise, Select and Define phases) required for delivery of the onshore and offshore exploration wells in North Africa. This role will also include completion of specific activities from the Strategic Implementation Plan (SIP) associated with recommendations and findings of internal audits.
• Responsible for the Well planning & drilling engineering, as per Beyond the Best planning (Appraise, Select and Define stages)
• Co-ordination & preparation of the Statement of Requirements for the well.
• Manage well planning and Basis of Design (BoD) for concept freeze including casing, high level fluids, cementing, well placement Bases of Design.
• Co-ordination and preparation of the Appraise, Select and Define Peer Review and Decision Support Packages (DSP).
• Investigate offset data, lessons learnt & drive continuous improvement into the well planning and engineering.
• Development and maintenance of the well based risk register, mitigations, actions and contingency planning
• Experience in compiling contract scopes of work and remuneration sections. As well as experience in technically and commercially evaluating service proposals.
• Detail Long Lead equipment and planning/ordering requirements
• Experience as a contract account manager for multiple contracts including running Quarterly Performance Reviews
• Well planning & drilling engineering in accordance with Policy, Beyond the Best process & Engineering Technical Practices
• Probabilistic and Deterministic well cost engineering - compile the Initial Drilling Cost Uncertainty Statement (DCUS) & FM for the Appraise and Select phases. Compile the Final DCUS & Well AFE for the Define Stage.
• Liaise with the Prospect and Planning Ops Geologists for prospect generation & well planning (inc PPFG, No Drilling Surprises, shallow hazards, target and td selection) during Appraise & Select
• Supply engineering details required for Pet Regs & Permits (ITD, ESIA) to support HSSE & Eng, Exploration functions
• Support and use D&C Engineering Forums & Networks
• Technology Plan- assessment & recommendations
• Responsible for the Well planning & drilling engineering, as per BtB planning (Define stage)
• Drilling Program and final BoD work
• Co-ordination and preparation of the Define Peer Review and Decision Support Packages (DSP).
• Develop drilling engineering staff
• Completing implementation plans for the Strategic Implementation Plan (SIP) (example is the re-issue of Engineering Technical practices), to include specific schedules with training requirements, gap assessments, RAPID charts and MoC including self verification.
• Perform the Gap Assessment audits for newly issued Engineering Technical Practices and Ops practices and follow through and monitoring of action closure, training records etc
• Updating internal North Africa controlled documents such as Wells Intergity procedures (some of these are interim documents)
• Updating the Well Control Contingency Plan
• Co-ordinate external Safety and Operational Risk (S&OR) audits for wells

Essential Skills / Qualifications:
University Degree (BSc) in Engineering
Well Control Certification (IADC, IWCF, etc.)
Between 5 and 20 years experience in Drilling Engineering
Demonstrable HSSE leadership.
Experience in managing third party contractors.
Experience in Exploration well planning offshore and onshore.
Experience in planning for remote onshore and / or deepwater locations.
Skilled user on landmark Software
Skilled user in Microsoft applications and morning reporting/database systems (i.e. OpenWells)
Demonstrable capabilities of leading, developing, training and coaching less experienced drilling personnel

Desirable Skills / Qualifications:
Experience of working in a multi-cultural organisation
Demonstrable leadership of safety programs for drilling operations and participate fully in developing HSE culture.
Proven track record as strong team player.
Flexible approach to work and clear time management skills.
Aptitude to innovate and be open to new ideas, networking and global technical knowledge sharing.
