The Company:
Our client is a major oil and gas company within Australia and is the largest producer of gas to the domestic market within the country. Active for more than 40 years, they have the largest exploration portfolio by area and are currently listed as one of Australia's Top 30 Companies.

The Role:
Based in Gladstone, Queensland, and as the EHS&S Manager you will report to the General Manager, Downstream Operations and be accountable for the implementation of the EHS&S management programs into this Greenfield $bill LNG project.

Your remit will include the LNG plant facility, the major gas pipeline from the gas fields to Curtis island, and the port facilities and will include Process Safety Management System, Emergency Response Preparedness and Security of which Maritime Security and Critical Infrastructure.

Commencing in this role during the Operational Readiness phase, you will lead EHS&S activity beyond this phase into Commissioning & Start Up and simultaneous Train 1 Operations whilst commissioning Train 2 (Simops) and then transition into full Plant Operations.

Leading and ensuring compliance with EHS standards and regulatory requirements for performance and behaviour through the development for a strong safety culture led by senior management; you will also manage the assessment and review of EHS risk and promote risk awareness amongst employees; coach and develop the management team and workforce to continually improve EHS performance and effectiveness.

Additionally you will:
• Ensure compliance with and adherence to company standards and processes.
• Lead team to improve processes or approaches to optimise team performance and deliverables.
• Provide EHS&S leadership and best practice advice to Downstream Operations leadership team and business units including Operations, Maintenance, and Engineering.
• Lead the development of behavioural based safety systems and programs to support interdependent safety culture.
• Reports directly to the GM- Downstream Operations, with a functional line through to Corporate Health, Safety & Security, and LNG Sustainability teams.
• Drive the implementation of Company LNG EHS Management plans and objectives in line with Company LNG EHSMS standards and initiatives for normal operation and during shutdown/turn-around activities.
• Formulate and implement a comprehensive and systematic EHS Operation Readiness Plans and programmes to ensure readiness of the facilities for operation.
• Lead team to review and develop LNG Emergency Response (ER) Preparedness Standards and procedures based on relevant LNG hazards and risks in order to achieve optimum management and capability in handling emergency situations.
• Allocate resources to monitor effectiveness of Emergency Response Plan and evacuation drills.
• Ensure EHS&S inspection and audit programmes are implemented at all levels and tiers so as to ensure continual improvements for the enhancement and sustenance of EHS Performance and management of EHS hazards and risks.
• Custodian of EHS&S Knowledge Management database including EHS, PS and ER.
• Lead team to review and develop LNG plant risk assessments especially related to Process Safety risks and ensure the controls measures are closed in due time as to reduce the operational risks to ALARP.
• Ensure the Significant Hazard Risk Registers are up-to-date and are being managed by the line
• Lead or appoint team to conduct near miss and incident investigations, report and follow up of the recommended actions associated to the incidents.
• Active involvement in the networking with key stakeholders including regulatory authorities, contractors, and industry peers as to improve the EHS&S implementation in LNG and thus reduce the potential of accident/incident.

Planning and ensuring adequate operational considerations taking into account to the recommendations and conditions specified in the EIS reports issued by the Coordinator General; you will provide operational expertise in ensuring safe working conditions from potential hazards for both facilities and personnel, in addition to establishing Permit-To-Work system, Emergency Response Plan and operational safety programs. Ensuring the security management is in line with the expectation of the Authorities with respect to Maritime Security and Critical Infrastructure.

Essential Skills / Qualifications:
With a preference towards Tertiary qualifications in Safety and Health Management, and a Chemical Engineering Degree; you will have a minimum of 15 years experience in EHS within major hazard facilities in the Oil, Gas and Petrochemical industries, encompassing at least 5 years' experience within an EHS leadership position.

Possessing experience in implementing and reviewing EHS, PS and ER standards and procedures; strong influencing and coaching skills for behavioural safety and a proven track record in advising and influencing the Operations leadership team on EHS&S issues. Additionally, you will demonstrate knowledge and experience in: Safety and Health Management System / Process Safety / Emergency Response and Security Management / Risk Assessment / Problem Solving / Report Writing.
