The Company:
A major, international oil and gas company

The Role:
• Member of HSE Team within the HSE Division of Operations reporting to the HSE Advisor.
• Mentor for Algerian Intervention Team Leaders & Team Members.
• Advisor for all Emergency Management & Emergency Response (ER) matters.
• Team Leader/Coach for all Emergency Response Projects.
• Provide technical and tactical ER support and advice to Operations Team.
• Provide assurance and facilitate continual improvement in the ER culture through the mechanisms of regular audits and delivering coaching & mentoring sessions and awareness programs to Operations Chef Divisions and Advisors.
• To ensure that the ER drill & exercise program is run to schedule and that drills & exercises are relevant and testing. Manage the timely closure of actions arising from the drills & exercises.
• Develop and implement a fire risk audit programme and train/coach Prevention and Intervention Teams in executing this programme.
• Coach, mentor and develop the HSE Manager, Chef Intervention and Intervention Team Members.
• Conduct competency assessments on the Intervention Team members’ skills to an agreed standard (e.g. NFPA) and tailor training programme to address competency gaps.
• Coach and mentor Incident Management Team (IMT) members.
• Plan, prepare and conduct IMT table top exercises in accordance with Operations agreed program.
• Assist with the development of ER awareness and training programs across the organization.
• To identify and control the ER risks to the Operations.
• Coordinate monthly reviews of all outstanding ER action items with all Chef Divisions.
• Participate in QRA, MAR, HAZOP scenarios and interpret the findings with respect to developing and updating ERPs.
• To develop, implement and maintain ER plans & procedures to safely and successfully deal with all identified ER scenarios.
• Review and approve ER equipment needs with the Chef Intervention, HSE Engineer and Intervention Team Members.
• Prepare and submit Technical ER Reports in an accurate and timely manner.
• Work with Operations and Maintenance Teams to ensure that all fixed & mobile ER equipment & systems (detection & protection) is maintained in accordance with PM requirements.
• Ensure that all essential ER equipment is inspected, tested, and logged as ready for ER use.
• Coordinate the design, construction and operation of the Fire & Rescue training facility.
• Lead and/or provide technical guidance and assistance to ER Incident Investigation Teams.
• Work with the HSE Manager, Operations Liaison Supervisor and Clinical Advisor to ensure that emergency response & crisis management plans complement each other.

Essential Skills / Qualifications:
MUST be able to speak either French or Arabic, as well as English.
Demonstrable operational fire service experience (mix of municipal and industrial).
Experience in industrial fire & emergency response training at a recognized fire training facility (UK Fire Service College, RGIT Petrofac, TEEC, IFSTA/IFSAC, GESIP etc).
Recognized fire engineering qualification (e.g. Institute of Fire Engineering, State/Country Fire School) or other relevant qualification(s) e.g. FEMA Incident Command System (ICS) 100, 200, 300, 400, 700 and 800 or equivalent) .
Medical training to EMT-B/FPOS level or greater.
Proficient in MS Office applications (minimum Excel, Word and PowerPoint).
