Our client has been active in the Dutch North Sea for 50 years now and is currently operating more than 30 production platforms and 5 subsea wells. For the Engineering & Construction Department we are seeking a Technical Safety Engineer

The Role:
Provide technical and operational expertise to the engineering and construction organization on technical safety systems and equipment;
Provide technical HSE requirements and supporting studies relating to facility design over the lifecycle of a project as key inputs to the relevant development stages (e.g. HSE plan, Hazard Identification Studies, Hazard Operability Studies, HSE Performance criteria, Quantitative Risk Assessment, Safety Critical Element identification and performance standards);
Managing safety risks in the delivery of technical projects;
Delivery of effective and timely integrated HSE solutions for specific projects or assets;
Preparing and keeping updated a system for follow-up of risks, safety level and integrity of safety systems;
Contribute to development of maintenance and condition monitoring programs for safety equipment/systems;
Contribute to incident investigation and follow up;
Preparing and keeping updated required relevant manuals, procedures and processes;
Evaluate impact from changes in process systems and procedures vs technical safety systems;
Assure technical content of deliverables and review technical standards (design engineering practices) to ensure these are appropriate and fit for purpose in HSE risk management content;
Demonstrate judgment by deferring to experts in areas where not qualified;
Ensure procedural compliance by conduct of regular compliance audits on the activities of the Technical Services Department;
Identifying the need for competence enhancement of personnel in the Technical Services Department and assist in planning of and execution necessary training in e.g. Risk Assessment Techniques;
Remain updated on legislation affecting health, safety, welfare and environmental protection, disseminating regulations, Safety Notices and other relevant information and informing management offshore and ashore of proceedings.

Essential Skills / Qualifications:
University or technical/engineering college;
3–5 years of relevant experience Process and Technical Safety experience in projects preferably in oil & gas industry;
Experienced in working with technical safety risk assessment tools (such as HAZID, HAZOP, and QRA);
Good knowledge of engineering codes and standards and their application in the oil and gas industry;
Proven ability to work in multi-disciplined teams;
Able to facilitate technical discussions and experienced in risk-based decision making;
General Excellent spoken and written English and IT literacy is a must-have. Dutch not a strict requirement though strongly preferred.
