The Role:
Job Duties:
The Project Controls Cost Scheduler prepares monitors and analyzes various aspects of the projects' scope, schedule, cost, expenditures, budgets, forecasts and compliance and associated reports for review. Includes cost and schedule management for Design Engineering projects through out the FEL process including conceptual, preliminary and detail design engineering; implementation support and project closeout. Will possess skills necessary to provide functional support of all project controls activities for multiple simultaneous projects. Including but not limited to budget, schedules, progress validation, manpower forecasts, earned value assessments, performance measurement, commitments, expenditures, estimates at completion, cash flow forecasts, financial analysis, integrated cost and scheduling.
Ability to develop accurate forecasts of cost and schedule. Ability to work independently as well as part of a team
Project Schedules: Develop, coordinate, and maintain detailed resource loaded project schedules within Primavera P6 including baselines. Facilitate schedule development, maintenance and integration of multiple contractor schedules with the engineering team. Analyze schedule information, including critical path and earned value analysis, and provide project teams with recommended corrective action to ensure projects meet required dates. Prepare detailed schedule reports as required (i.e. critical path view, baseline vs. actual view, look ahead view, milestone view, “what-if” scenarios, etc.).
Project Costs: Work with project teams to control/manage project costs ensuring the design projects are performed in accordance with the approved budgets. Perform routine cost activities with minimal supervision. Create and assist with cost baseline budgets. Assist with Project & Annual Budget development. Ensures cost data is allocated correctly. Prepare earned value management systems (EVMS) cost reports incorporating contractor's costs. Financial analysis; estimated cost at completion (EAC) cost forecasting; Variance analysis; WIP analysis, project change management; contingency planning and other cost related evaluations.

Essential Skills / Qualifications:
5 years of experience in cost control and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including EAC, cost forecasting, cost control, and EVMS cost analysis.
• Possess basic knowledge in cost engineering principles and methods including:
o Knowledge of the scope of work for projects
o Budgeting and forecasting
o Change Management Systems / Procedures
o Work Breakdown Structures
o Contingency Development
• Possess basic knowledge in schedule principles and methods including:
o Planning and Scheduling to include schedule development, control and analysis.o Familiar with basic cost/schedule integration and basic critical path analysis and other scheduling concepts.
• Proficiency utilizing Microsoft Word, Excel and MS Project; Primavera; proficiency in developing “ad hoc” reports using these tools.

Desirable Skills / Qualifications:
Experience with scheduling engineering work and knowledge of Front End Loading (FEL) Processes.
