The Company:
Our Client is a large international Operating Company leading the development of a major oilfield in southern Iraq.

The Role:
LOCATION: Dubai with occasional business trips to Iraq as and when required by the project uplift provided).

WORK SCHEDULE: Residential (5/2)

LANGUAGES: English


DUTIES, EXPERTISE & SKILLS Complete Engineering Management of Detail Design activities for Gas, LPG Export Pipelines and Water Supply pipeline from Bid evaluation to completion and Hand over pipelines to Operation to ensure that technical deliverables meet project requirements, including but not limited to:

• Contribute to engineering contractors and Vendors evaluation, selection/approval and performance review, lessons learned workshops;
• Coordinate the engineering activities making detailed plans to accomplish goals and for integration of technical activities;
• Coordinate reviews and approvals of engineering documents for detailed design phase issued by engineering Contractor and Vendors;
• Provide engineering guidance and ensure competent decisions during design phase;
• Actively communicate with Contractors and Vendors to define, clarify and optimise areas of interface during the design development, reviews and check processes;
• Ensure that reviewed/approved design packages meet the relevant safety, environmental and ergonomics standards;
• Ensure implementation of the contract quality management system, including management of changes;
• Evaluate and review Contractors claims and change order requests for engineering activities;
• Organize, lead and participate in design reviews, progress and close-out meetings;
• Participate in recruitment process of employees; assign, direct and evaluate their work and oversee the development and maintenance of staff competence;
• Assist in development and implement policies, standards and procedures for the engineering and technical work performed in the Headquarter;
• Review and recommend or approve contracts and cost estimates;
• Present and explain proposals, reports, and findings to management;
• Set scientific and technical goals within broad outlines provided by top management;
• Ensure extensive interface with Procurement, Construction and Commissioning processes;

Candidate must have:

• Expertize at least in one technical discipline, preferably pipeline, good understanding and working knowledge of other technical disciplines;
• Good knowledge of engineering management processes and systems from pre-FEED through Detailed Design;
• Good knowledge of International practices and international standards in design of oil and gas pipelines, cross country pipelines, water supply pipelines;
• Understand Contract management and ability to prepare Scope of Work in line with main body of Contract;
• Understand principles of Project controls related to Engineering activities (Planning, Cost Controls, Risk Management, Management of Change);
• Proven track record of successful coordination and management of multi-disciplinary and multi-cultural project and engineering teams;
• Proactive and able to work independently, applying a structured and systematic approach;
• Ability to deliver in a high pressure, fast pace project environment;
• Ability to deliver high quality work on time;
• Experience in engineering management of export oil and gas pipelines, cross country pipelines, water supply pipelines;
• Computer literate, use of MS office programs, good overview of standard Engineering software packages;


ADDITIONAL INFORMATION Readiness to travel to Detailed Design Contractors office in Iraq for up to two months at a time.

Essential Skills / Qualifications:
PROFESSIONAL EXPERIENCE Minimum 10 years’ experience in Oil & Gas
Minimum 3 year in similar role

EDUCATION: Degree in Engineering (Mechanical or Civil)
MBA in management

Desirable Skills / Qualifications:
Certification in project management (PMP or IPMA Level C and higher) would be an advantage
Russian speaker would be an advantage
