The Role:
The Environmental and Regulatory Advisor is responsible for identifying key environmental and regulatory issues, developing approval strategies, implementing best practices, identifying all requirements and working with the Client leadership to ensure regulatory compliance and permitting issues are achieved. The Environmental Engineer works closely with many functions and needs to have a sound technical background and the ability to communicate effectively.

• Represent the Environmental issues in Client operations and associated projects.
• Develop and implement an Environmental Business Plan for Client
• Provide overall leadership for Health, Safety, Security and Environment and emergency preparedness and response issues (as they relate to containment incidents and spills) associated with Client Operations.
• Lead the development of required Environmental & Regulatory deliverables (e.g., Regulatory Compliance Plan, Environmental Management Plan, Health Plan) and coordinate with the Client HSSE Manager to obtain the required endorsements.
• Coordinate efforts to identify and acquire in a timely manner regulatory approvals, authorizations, permits, and licenses required by Client.
• Ensure that Health, Safety, Security and Environment requirements/standards (in particular Client Standards) are properly integrated into project designs, implementation plans and
Operations procedures.
• Ensure that construction, commissioning, start-up and operations activities fully comply with applicable federal, state and local regulatory requirements.
• Coordinate assorted environmental-related efforts (e.g., preparation of Health, Safety, Security and Environment Impact Assessment, Environmental Management Plan, Health Plan, waste management plans, public consultation programs; monitoring of environmental performance/EMP implementation, compliance with the Client's Environmental Standards, etc.)
• Ensure the proper investigation, recording, and reporting of identified environmental compliance initiatives and non-compliance situations regarding environmental and regulatory matters.
• Coordinate interfaces with Government agencies and external stakeholders regarding the preparation of ESHIA and EMP, regulatory compliance issues, and environmental
performance/EMP implementation.
• Coordinate in-the-field visits/inspections by Client's senior management, senior Government officials, and representatives of other key stakeholders regarding environmental and regulatory matters.
• Represent Client's environmental policies to ensure that operational changes do not lessen the level of environmental performance and/or protection regarding environmental and regulatory matters.
• Develop a Management of Change process for environment-related documents and deliverables that is consistent with Client's overall MoC process.
• Interface with member and non-member E&R Groups as necessary to access available environmental and regulatory technical expertise/resources in support of project activities,
identify/implement appropriate/best practices environmental and regulatory matters, benefit from lessons learned, and obtain guidance related to the Environmental Business Planning process.
• Ensure stewardship and reporting of environmental performance indicators regarding environmental and regulatory matters to meet Client's requirements.
• Ensure appropriate tools and logistical support is provided to operations.
• Communicate with, and (on an as-needed/scheduled basis) coordinate presentations to senior leadership team on Operations issues regarding environmental and regulatory matters.
• Work with Public Affairs on developing acceptable messages for public forums and inquiries regarding environmental and regulatory matters, as appropriate, in order to address Government agency, community and stakeholder concerns and issues.
• Develop and implement government relations/communications plans environmental and regulatory matters for proposed project facilities.

Essential Skills / Qualifications:
• Degree in Natural or Environmental Sciences, Natural Resource Management, Engineering or some other technical field related to environmental and regulatory matters.
• Senior level experience with broad technical, environmental and regulatory skills and a working knowledge of project management, construction and operations
• 10+ years broad-based experience preferred, with prior experience in the environmental and regulatory discipline
• Proven management and leadership skills
• Excellent interpersonal and communication skills; persuasive with strong business perspective
• Adaptable to changing priorities
• Ability to assess and act and provide for customer resource needs
• Experience with interacting with government officials.
