The Role:
Our Client are seeking to secure an Environmental Management Systems Advisor to support the Majnoon Project in Iraq. Majnoon is a large oil field to the North of Basra. The Majnoon oilfield is operating at a capacity of approximately 200,000bopd and future development phases will likely increase production five-fold. There a number of significant projects ongoing.
A number of environmental studies have been undertaken to support the development of the oilfield, including Impact Assessments, a Biodiversity Action Plan to support development in the Hawizeh Marshes (a Ramsar wetland site) and studies looking at soil contamination. An environmental monitoring program is in the early stages of implementation.
An external accreditor has undertaken a review of the current environmental management system and provided recommendations for improvement.
The Environment team is looking to develop environmental documents, procedures, processes and training suitable for the operating asset and to use this work to certify a Environmental Management System to international standards such as ISO14001.
As the current environmental team is fully dedicated to other tasks, there is a need to recruit a fulltime position to support this process of working towards ISO14001certification.
The individual will be based in Dubai with travel required to the Majnoon field as required.
• Review all existing documentation, and confirm the gap analysis document.
• Prepare a gap closure plan to achieve accreditation, ensuring timelines and any other resources are identified.
• Work the gap closure plan by developing the documents and processes/policies necessary to complete a Environmental Management System.
• Ensure that the Environmental Management System is integrated with the wider HSE&SP MS at the Majnoon and Iraq level.
• Roll out the EMS to staff members in Dubai and in Majnoon, as appropriate.
• Develop training courses to support this work, as appropriate and liaise with the training centre for implementation.
• Support the external review process by accreditors and be the lead focal point for the first certification audit (tentatively planned for end 2014).
• The incumbent will be based in Dubai with trips to Iraq as and when needed.
• The position will initially be required for a period of one year but could be extended.
• Ability to work in a diverse environment in which cultural differences and conflicting objectives may compete for attention.
• Must have demonstrable writing skills.
• Be able to work with a local (Iraqi) national work force.
• Must be motivated and a self-starter with leadership abilities and a "can do" attitude.
• Ability to demonstrate resilience on his/her environmental proposals.
• The position will include some travel to Iraq therefore the incumbent need to be comfortable to work in a difficult environment with high security support and has to demonstrate a fair degree of flexibility.

Essential Skills / Qualifications:
• An environmental or related degree, with at least seven years experience
• Experience with developing and implementing Environmental Management Systems to ISO14001 standards.
• Good general understanding of all environmental risks & issues.
• Experience with large oil & gas or construction projects
• Experience with Contract Management an advantage.
• Experience of the clients environmental standards and/or Iraqi legislation will be an advantage.
• Well developed Project Management skills, the ability to juggle a number of different aspects and have good facilitation and negotiation skills. Hard worker, good writer, self-starter, team player and recognized experience on having worked with multicultural and multidisciplinary teams.
• Preferably experience in the Middle East (and Iraq).
