Estate Surveyor

DEPARTMENT: Commercial & Transformation Services
DIVISION: Fixed Assets
RESPONSIBLE TO: Strategic & Commercial Assets Manager
Provide a high quality professional estate management and valuation service to the Council in order to fulfil statutory requirements and to support the Asset Management Plan and deliver the Corporate Capital Strategy.

Manage and develop the Council's varied property portfolio, including the granting of new leases; lease renewals; licenses and agreements in accordance with the Asset Management Plan and Service Plans.

Negotiate rent reviews in order to maximise revenue income for the Council, meet best practice, secure Best Value and deliver relevant performance indicator requirements.

Estate management activities including dilapidations; insurance; repairs; licenses; wayleaves; assignments; change of use and sub-lettings in order to maintain and enhance the investment portfolio.

Valuation of assets to an agreed programme and ensure compliance with accounting for assets in accordance with the CIPFA Code of Practice for Capital Accounting.

Manage the disposal of properties, including marketing, in order to maximise capital receipts in accordance with the Corporate Capital Strategy.

Undertake option appraisals; property reviews; and property searches as part of the Asset Management Planning Support Role.

Negotiate on behalf of the Council and undertake the acquisition of properties by agreement or under the compulsory purchase code in order to comply with the Council's Asset Management Plan and Corporate Capital Strategy.

Valuation and related investigations of properties and provide valuation reports for Right to Buy; loan advances; insurance; re-purchase, and 75% purchases.

Review the Council's non-domestic rates liability having regard to Rating Lists and material changes to hereditaments and make appropriate recommendations to protect the Council's interests and assets.

Effective management and occupation of operational and staff housing properties to meet the needs of occupiers and to protect the position of the Council.

Ensure that accurate and up to date records and information are passed to the Assets and Information Manager for inclusion in the Council's Asset Register.

Review of development viability as submitted by planning applicants on behalf of the Local Planning Authority to advice on specific planning applications relating to provision of affordable housing, commuted sum payments and S106 contributions

Represent the Council at court regarding estate management issues.


Financial Resources:
Shared responsibility for the portfolio management and management functions to
maintain and augment the income of approximately £3.6m per annum from the
investment properties. Assist in the implementation of the AMP and Corporate Capital
Strategy including securing capital receipts.

Physical Resources:
Shared responsibility for the Council's Assets valued approx £754 million

Fixed Assets, as part of the Commercial & Transformation Services Department, is making a 54% reduction in its budget over the period 2012/13-2015/16 as a result of reduced central government spending on local authorities. In addition, all staff, teams and departments are under increasing pressure to generate savings and maximise income for the Council.

This post is within the Strategic & Commercial Assets Team of the Fixed Assets Division. This Team has responsibility for managing the Council's investment portfolio, maximising income from our assets, undertaking a variety of valuations as required and providing professional advice to Departments to ensure operational service requirements are fulfilled.

The post will be particularly concerned with the portfolio management to maximise savings, improve service efficiency, generate additional income and provide support for the effective implementation of the Asset Management Plan and Corporate Capital Strategy process. The post-holder will be responsible for providing high quality professional advice on estate management and valuation issues to Elected Members, client departments and other stakeholders as appropriate.

Physical Effort:
Surveys will be undertaken of building internally and externally these may include accessing heights use of ladders or scaffold.

Working Environment:
The post-holder will be required to access all parts of buildings, including roof spaces, to undertake valuation and property inspections. This may also be in high rise buildings.

Demonstrable experience at a senior level in commercial/public sector surveying including; acquisitions/disposals; valuations; rating; compensation; lease renewals; rent reviews; estate management
Negotiate and influence others in relation to politically sensitive and often complex issues.
Write accurate and detailed valuation reports/ 3rd party representations.
Use word-processing, spreadsheet and database packages to enhance service delivery.
Prioritise, plan and organise own workload to meet conflicting priorities, targets and deadlines.
Identify when discrimination is taking place in service delivery or in the workplace and to take appropriate action where discrimination is identified.
In-depth knowledge and application of the Landlord and Tenant Act 1954 Part 2.
Able to work on own or as part of a team.
A recognised professional qualification in Estate Management or Valuation.
Associate Membership of the RICS/ISVA
