The Company:
Our client, a major oil and gas operator, is searching for an Estimator Coordinator.

The Role:
The Client Corporation is currently searching for a Cost Estimate Coordinator to be a critical member on the project team reporting to the Project Controls Manager. The Cost Estimate Coordinator will have the following responsibilities:
• Lead the overall Cost Estimate preparation for the project;
• Coordinate the efforts of various contractors who are doing detailed cost estimate development;
• Organize and coordinate the cost estimate development according to The Client standards;
• Work with others on the project team, various contractors, The Client Cost Estimating Center of Expertise, and other subject matter experts.

This position may also generate portions of the cost estimate, and is responsible to collate estimates by others into one project Cost Estimate. Specific duties of the Cost Estimate Coordinator may include:
• Work closely with the multiple FEED contractors to ensure they are complying with The Client’s Estimate Assurance Process (EAP) and drive the estimate preparation schedule;
• Ensure consistency of format, cost breakdown structures, etc. across the multiple estimates to ensure that the estimates can be rolled up into The Client summary estimate;
• Perform the roll-up - combining the FEED contractor estimates along with the owners cost estimate into the total project summary;
• Ensure consistency of key estimating issues across all estimates;

• Ensure a consistent (across all FEED contractor estimates) demarcation between what's in the FEED contractors' estimates and what's in The Client owners cost estimate;
• Coordinate a mid-FEED review of the FEED contractor estimates;
• Coordinate probabilistic cost risk analysis;
• Steer the transition from the class 2 cost estimating (and associated trending) to the class 3 cost estimate;
• Develop a working relationship with the FEED contractor estimators to work closely with them during the estimate preparation to ensure that there are no "busts" during the formal review cycles;
• Own and prepare the owners cost estimate;
• Arrange for, and facilitate, the critical estimate review and ensure that all of the documentation required for the review is complete;
• Coordinate the completion of the cost estimating portion of the IPA workbooks;
• Ensure that the Project Execution Plan (PEP) topics that affect the project cost are flagged as such and that the execution plans are reflected in the cost estimates (example: contracting strategy, Local Content, document control plans, etc.);
• Ensure that the Project Execution Plan topics that affect the ITB topics (Ts & Cs, commercial risk allocations, etc.) are flagged as such;
• Coordinate the Cost Target Setting effort in accordance with The Client corporate guidelines;
• Liaise with the ITB preparation effort to ensure that the cost estimate aligns with (or at least maps to) the bid cost breakdown structure;
• Develop the Cost Estimate Plan;
• Interface with the financial analyst to ensure that the appropriate cost amounts are utilized in the financial analysis for the project (both the total capital amounts and estimated annual expenditure flows)

Essential Skills / Qualifications:
Bachelors degree in construction management, engineering or related field is preferred but not required

Desirable Skills / Qualifications:
Minimum of 6 years experience in Estimating and Project Controls
Knowledge of and experience with:
Palisade @Risk – DecisionTools Suite;
Sage Timberline Enterprise (Estimating) Admin./User;
AspenTech Icarus (Kbase, IPM, IPE)
AACE International certification as a Certified Cost Consultant and/or as a Certified Cost Engineer is preferred but not necessary.
