With interests in over 20 UK Continental Shelf (UKCS) fields, my Client has one of the most significant exploration and production businesses in the offshore waters of the UK.

The Role:
Projects Business Delivery Unit (BDU) Overview

The Projects Business Delivery Unit (BDU) is responsible for the development and execution of oil and gas related projects. Significant upgrade projects involving, equipment replacement and production will also form part of the Projects BDU responsibility.

In addition, material input is provided by the Projects BDU in terms of knowledge, expertise and recommendation, to support progress towards Concept Selection.

The Projects BDU organisation is structured such that given a background of three hub platforms, a matrix team organisation, comprising support disciplines, will assist the various project managers to achieve project technical, cost, planning and quality objectives.

• Deliver timely and accurate estimates in accordance with the approved estimating process and system.
• Ensure all relevant parties are fully aware of their roles and deliverables with respect to the estimating process.
• Provide leadership and direction to the Contractor estimators.
• Provide support and guidance to all estimators for development.
• Take ownership for estimating function and improvements, plus ensure integrity of data being processed
• Focal point for all estimating requests.
• Co-ordinate estimating workload and delivery milestones in accordance with business priorities.
• Ensure production of quality contractor estimates including application of appropriate norms, offshore allowances, unit rates etc.
• Provide early estimates in support of change control and activity prioritisation processes.
• Identify appropriate discipline resource mix and activity allowance uplifts dependant on the estimate maturity.
• Develop continuous improvement initiatives and provide strategy to implement (analysis and improve norms etc).
• Evaluate alternative estimating systems & working practices with Contractor organisations.
• Support systems benchmarking throughout UKU and assist the implementation of best practices.
• Develop estimating procedures.
• Demonstrate visible leadership and commitment to excellent HSSE performance in support of the Project Managers’ accountabilities.
• Support cost and schedule quantitative risk analyses, using probabilistic techniques and use this to support the estimation and management of contingencies.
• Contribute to peer assists, peer reviews and functional reviews.
• Contribute to the central knowledge base to assist in the development of best practice project controls guidelines and procedures.

Essential Skills / Qualifications:
• Technical professional with experience in the oil and gas or petro-chemical industry. Evidence of having performed well in a similar role.
• Knowledge of all phases of major oil and gas projects eg: FEED, Engineering Procurement and Construction (EPC), Commissioning, Start-up etc, and experience of the project sanction process.
• Hands-on experience of using proprietary Project Controls tools.
• Experience of working on projects with joint venture partners.
• Educated to first degree level or equivalent in a relevant subject.
• Chartered member of a relevant discipline (preferred).
• Excellent communication skills, both written and oral, with the ability to challenge others in a constructive manner and negotiate with internal peers and partner representatives to influence plans.
• Good team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment.
• Fluent in English
