The Role:
CRITICAL RESPONSIBILITIES

Prepare estimates and control budgets for all stages of the project reflecting the critical interactions of the 3 components of cost estimates along with key estimate parameters
• technical requirements
• execution plans
• strategies and schedules

Perform contractor estimate reviews on behalf of the project. Clearly identify gaps in any of the 3 components of the estimate. Ensure consistency across multiple contractor estimates (single point of accountability)
• Provide in-depth challenge to cost input from others
• Support preparation of FMs
• Review project change order estimates

RESPONSIBILITIES & OBJECTIVES

• Provide different levels of Capex and Opex cost estimates ranging from Order of Magnitude through to detailed Project Sanction Estimates
• Review contractor developed estimates and integrate into the overall project estimate; ensure consistency across multiple contractor estimates (single point of accountability)
• Prepare risk analysis model using proprietary probabilistic cost analysis tools such as BRISK
• Benchmark estimates against similar projects inside and outside the Caspian region via the in-house ePROJECTS database and against external metrics and benchmarks
• Develop control budgets from detailed estimates and assist in the preparation of Master Control Estimates
• Interface with the Estimating Coach and Independent Cost Estimate Reviewers
• Develop input to Market Intelligence to support estimates and forecasting work
• Update Cost Estimate to support project cost forecast and “bottoms up” project estimate updates
• Develop project-specific life cycle cost effects and Capex/Opex trade off
• Prepare estimates as input to the project Management of Change process
• Prepare Owner’s Cost estimates
• Provide input to the definition of Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS)
• Define engineering and construction / fabrication labour hours, productivities and wage rates
• Prepare the Cost Estimate Development Book (estimate Basis and Plans)
• Reconcile cost forecasts against previous estimates

Essential Skills / Qualifications:
ACADEMIC/ EXPERIENCE REQUIREMENTS

• Engineering graduate preferable
• Excellent networking and interpersonal skills – must be able to work effectively as part of a matrix organisation and as member of the Project Services Network and the Estimating Community of Practice
• Knowledge and track-record of cost estimating in the oil & gas industry
