The Company:
Our client, a major owner/operating company, requires expertise for their ongoing oil sands mega-projects in Alberta.This position is open to Canadian Citizens and Permanent Residents only.

The Role:
The Event Lead Planner has overall responsibility for coordinating all lead planners and is responsible for all planning and execution content for an entire turnaround event. The Event Lead Planner reports to the Turnaround Manager and will coordinate and direct all Turnaround personnel including mechanical planners, schedulers, I&E planners, mechanical technicians, I&E technicians, CMG technicians, AMG technicians, Operations planners and all contractors contributing to the planning of a turnaround event. The Event Lead Planner will work with the Turnaround Coordinator leading into and during execution of a turnaround event to provide required guidance during the event, and to ensure the execution organization is working and managing the field work in accordance with the established TA plan.

The Event Lead Planner will assist the Turnaround manager in developing the required organizational structure and mobilization plans required to support planning work and also for development of the organizational structure and mobilization plan for the execution phase of a turnaround event along with associated organizational budgets.

The Event Lead Planner will be responsible for but not limited to:
•Development of a stewardable T-Minus plan that complies with the requirements of GRS-6F.
•Define the roles, responsibilities and assignments for all lead planners assigned to the event.
•Monitor progress of all planners work and steward progress of planning activities to the established T-Minus.
•Input to the development of contracting strategy and turnaround basis memorandums for the turnaround event.
•Establish standards for all lead planners to follow for work package development, detailed planning duties, scheduling tool usage. Through these work standards, ensure that all work product being produced are aligned to the standards.
•Ensure all planning content meets acceptable planning standards and is consistently applied across the entire event.
•Ensures the organization is meeting established deliverable content for external review processes.
•Identify issues in planning content and schedule and develop recovery plans to meet original T-minus deadlines.
•Ensure that communication is established with all refinery functional groups contributing to or required for planning content development and monitor the effectiveness of same including but not limited to inspection, technical, process, industrial hygiene,
•Drive and promote the Turnaround Process. Establish and maintain the process for continuous improvement and cost reduction in Turnaround Maintenance and Project Execution.
•Development of the overall integrated plan by taking the work product of all lead planners and combining into a seamless and consistent overall work plan that includes all plant disciplines.
•Coordinate work estimates into an overall turnaround budget estimate including all logistics, manpower balance and coverage line items required to establish the overall control estimate for the event.
•Review work packages produced by the lead planners for quality and consistency to standards.
•Integrate work density reviews incorporating individual area work plans into a single work plan to ensure contractor capabilities are not exceeded and that individual area plans are not in conflict with each other including logistical requirements.
•Integrate individual workforce profiles from lead planners into an overall workforce profile to achieve efficiencies between area plans.
•Review all work list items for opportunities to implement advanced contracting methodologies such as lump sum work and procurement bundling opportunities to achieve greater cost efficiency across multiple work areas.
•Work with all planning groups and refinery functional groups to develop the overall turnaround schedule including multi-unit schedule interactions, and associated operations profiles required to execute. Development of overall event key driving Critical Paths.
•Summarize and report on key performance indicators to the Turnaround Manager. Prepare summaries for the Turnaround Manager for presentation to the site TASC group.
•Assist lead planners with job pack preparation duties and ensure safety is built into all execution plans.
•Development of overall contingency plans for all aspects of the turnaround plan.
•Ensure proper procedures and systematic processes are established and followed throughout all phases of turnaround planning an event execution to ensure overall turnaround goals are efficiently met. Analyze problem areas related to Turnaround Work Flow to determine cause (procedures, systems, technical problems, personnel performance or process), define appropriate action and communicate recommended corrective actions.
•Facilitate open communications across all parties to achieve continued TA team alignment
•Coach, counsel and develop (train) lead and support planners, execution leaders and contributing refinery functional groups as necessary to achieve desired performance pre, during and post turnaround.
•Ensure that work product of other refinery functional organizations are able to be seamlessly integrated into a single plan.

Essential Skills / Qualifications:
Post Secondary degree or equivalent experience. - A minimum of 15+ years Turnaround planning and scheduling experience. - Knowledge of GRS6F or maintenance redesigns “Best Practice Model”. - Working experience of mechanical and I&E maintenance application for process equipment. - Good working knowledge of SAP. - Knowledge of cost accounting principles and purchasing. - Ability to communicate effectively across all levels of the organization. - Good leadership and facilitation skills. - Good understanding of regulatory/compliance issues as it relates to maintenance activities. - Good working knowledge of MSOffice programs and an advanced knowledge of Primavera P6.
