The Company:
Our Client is a major petrochemical company in Qatar.

The Role:
1. Role Objective:

The incumbent has overall responsibility for leading, overseeing and ensuring the efficient and effective performance of the Company's Finance & IT Function (Finance Department and Information Technology Department). The incumbent will also be responsible for the formulation and execution of Finance and Information Technology Departments’ respective strategies in line with the organizational strategies and objectives that are geared toward driving employee productivity, satisfaction and loyalty.

2. Roles and Responsibilities:

STRATEGIC
• Direct the formulation of strategy, annual business plan / budget, policies and procedures of Finance & IT Directorate which consists of Finance Department and Information Technology Department.
• Approve and oversee the development of the strategy, annual business plan / budget, policies and procedures of Finance & IT Directorate and ensure that their alignment to the organizational business strategy and objectives.
• Assess long term development needs of the Finance & IT Directorate and ensure that it has the required resources to continue delivering on the set strategy.
• Assist the CEO in creating a clear long-term strategy for the continuous improvement of Company’s Finance & IT’s operating efficiency.
• Present any growth / investment opportunities to the Finance Department and Information Technology department that will help advance Company’s mission to the CEO, and subsequently assist in the implementation.
• Build and maintain strong and effective relationships with all of Company’s Directorates to achieve Company’s Finance & IT goals.
• Lead and inspire the staff of the Finance Department and Information Technology Departments under his/her supervision to set and achieve set targets in order to maximize Company’s, and their own, potential
• Periodically report the performance of the Finance Department and Information Technology Department to the CEO.
• Review both Departments’ strategic initiatives and operational activities and provide leadership to both Director – Finance and Director – Information Technology for effective guidance and decision making.
• Liaise with external consultants – as and when required – with the aim of improving Company’s Finance & IT Directorate.

OPERATIONAL
• Oversee the overall activities and operations of the Finance & IT Directorate (Finance Department and Information Technology Departments) to ensure efficiency, quality, service, and cost-effective management of resources.
• Oversee all Finance related activities/decision making on issues such as improved client satisfaction, reduction of costs and risk profile management.
• Oversee compliance with the statutory requirements of the regulators to the extent these pertain to the Company’s business activities.
• Oversee all forms of delegation pertaining to financial matters to the Directors/ Managers of the respective business departments.
• Oversee communications with relevant financial institutions and employees on a timely basis and keep them adequately informed about the business activities and results as needed.
• Oversee and ensure the recommendations made by the Internal Audit and Risk & Compliance functions as parts of their reviews are timely acted upon; to the extent these pertain to the departments of Company.
• Oversee the Information Technology Department in the development and implementation of high quality IT services to all customers (internal and external), continued, uninterrupted operation of Company’s IT infrastructure and systems and outsourcing contracts with external IT service providers, consultants and suppliers.
• Oversee and ensure the establishment of relationships with external IT service providers (in coordination with Company’s Legal Team).
• Oversee the continuity of IT services by facilitating the development, administration, implementation and maintenance of appropriate continuity plans for Company’s IT Infrastructure and Applications.
• Oversee the IT Department in maintaining proper information system security to ensure that confidential and / or sensitive information of Company is adequately safeguarded.
• Oversee all IT projects, and ensure they are managed effectively and efficiently and aligned with the overall objectives of Company.
• Provide timely, accurate and complete progress reports to the CEO on the financial and operational progress of the Finance & IT Directorate (Finance Department and Information Technology Departments) to measure quality in accordance with corporate standards.
• Work with Company Sections/Departments to ensure that the service delivery of the Finance & IT Directorate is planned in a joint up manner and properly communicated across the organization.
• Oversee the effective integration of service improvement across the Finance Department and Information Technology Departments and the organization.
• Direct the development of information systems and technology in liaison with Director – Information technology to ensure, within cost effective parameters, that Company has the information technology base to continue to deliver top quality service in a timely and efficient manner.
• Maintain utmost confidentiality with respect to the information obtained during the day-to-day performance of his duties/ responsibilities.
• Direct and ensure that all activities performed by the Finance Department and Information Technology Departments comply with Qatari Laws, other pertinent regulations, and Company’s policies and procedures.
• Keep current with latest laws and regulatory requirements related to Finance and Information Technology.
• Stay abreast of current and changing trends and leading practices in Finance and Information Technology.
• Approve reports prepared / generated by the Finance Department and Information Technology Departments, as and when required.
• Lead and oversee Finance Department and Information Technology Departments’ annual budgeting process and oversee the effective management of their approved annual budget.
• Keep the CEO and the executive management informed of significant Finance Department and Information Technology related issues that may jeopardize the achievement of Company goals.
• Perform any other tasks as directed by the CEO.

PEOPLE MANAGEMENT
• Evaluate performance of the Director – Finance and Director – Information Technology under his supervision in terms of contributions made by them in achieving Company’s objectives.
• In liaison with the Director – Finance Department, and the Director – Information Technology, drive programs to develop employees to the highest standards and at all levels throughout Company for the mutual benefit of Company and its employees.
• Approve regular vacation scheduling, business leave and emergency leave of Director – Finance and Director – Information Technology under his supervision in accordance with the Human Resources policies and procedures

Essential Skills / Qualifications:
Educational Qualifications:

• Bachelor’s degree in Finance or Accounting from a recognized university; MBA or Master’s Degree preferable.
Professional Certification such as CPA/ CA/ CFA and/ or CMA, CGEIT, CISSP is preferable.

Experience:

• Minimum 15 years of experience with at least 8 to 10 years experience in a similar position/responsibility, preferably with exposure to the same industry.
