The Role:
JOB TITLE: Fabrication Manager
LOCATION: Fabrication Yard, Laem Chabang
REPORT TO: Manager, Major Projects Group
DEPARTMENT: Facilities Engineering Dept.


PURPOSE OF ROLE:

Primary responsibility is to manage onshore fabrication activities on behalf of company at contractor’s fabrication yard to meet project objectives within the terms of the long term EPCI contract requirements. The EPCI contract is currently on a long term basis with CUEL.

This job position is a key role in the Chevron Thailand FE Major Projects team to ensure that the wellhead platform and pipeline fabrication programme meets the schedule, quality and HES objectives of Chevron Thailand

RELATIONSHIPS:

REPORTS TO: Chevron Thailand Exploration and Production Limited FE Major Projects Manager.

PEER: CUEL Laem Chabang: CUEL Yard Manager
Chevron Bangkok: Chevron Wellhead Platform Project Managers, Chevron Installation manger, Chevron QA/QC manager


FUNCTIONAL: Onshore – Works with Chevron project management team and installation team within FE Major Projects Group to ensure that the fabrication yard performance is conforming to project expectations on schedule, cost and quality. Works closely with Chevron Installation manager to align installation and fabrication schedule and optimise loadout plan.

SUBORDINATES: Laem Chabang – Engineering / Technical Assistant, Yard QC Inspectors, Warehouse Representative, Secretary, Classification Body – ABS, Contractor Quality team i.e. Chief Inspector, Material/Document Controller, E&I Inspector, QA/QC Inspectors, NDT Supervisor, Callout Inspection Personnel, Dimensional Surveyor.


EXTERNAL: Onshore – Installation Contractor (EMAS/CUEL) CUEL project management team, DMF, ABS, other yard clients




AUTHORITY:

Accountable for HES performance of ALL Chevron personnel on Laem Chabang site and approval of all Chevron site visitors.

Authority to shut down operations until rectified if unsafe practices are identified.

Responsible for performance of CUEL fabrication yard in meeting Chevron Thailand project objectives on schedule, cost and quality

MAJOR RESPONSIBILITIES AND DUTIES:
1) Safety
1.1) Follow Company OE-HES Policies and ensure Contractor adhere to HES Plan as required by the contract.
1.2) Promptly report Injuries, incidents that have happened in the yard and liaise with site HES and Chevron FE HES Advisor.
1.3) Lead or participate in site incident investigations related to Chevron project work with yard management
1.4) Proactively Lead and Participate in HES activities on the site including CUEL IIF leadership team and ensure Chevron team are participating effectively in Behavioural Based Safety programme.
1.5) Plan to conduct regular safety visit/audit at the job site, toolbox meeting, incident investigation etc. and participate as appropriate.
1.6) Ensure Chevron Thailand Fabrication Team adheres to Company, Department and Project HES requirements.
2) Management & Communication
2.1) Senior Chevron representative on Laem Chabang fabrication yard site
2.2) Key interface between Bangkok based Chevron project managers and CUEL Laem Chabang fabrication site
2.3) Provide direction as client senior representative on site to CUEL yard and project management to meet Chevron’s key project deliverables in the terms of the EPCI contract.
2.4) Ensure effective communication both within Chevron Major Projects Team and CUEL fabrication team.
2.5) Provide fabrication input to Chevron project management and offshore installation teams to achieve project overall goals and objectives.
2.7) Ensure department and project objectives are communicated effectively and develop plan for fabrication team to contribute to delivery.
2.8) Performs all duties in accordance with the requirements of the Company Compliance Policy and Procedures.

3) Productivity
3.1) Ensure project schedule are maintained and achieve target completion date
3.2) Work with project managers and installation team in Chevron Bangkok office to develop schedule for future years and as and when required participate as key representative in schedule risk analysis and reviews.
3.3) Ensure fabrication progress report (Baseline, Actual & Forecast) are accurate and provide concern / recommendation for avoidance and resolution of project risks in advance.
3.4) Work with Chevron project management team when identifying or implementing design changes to wellhead platform standardized design.
3.5) Manage Contractor performance and collaboratively work to improve productivity and effectively communicate risks identified to project managers
3.6) Audit manhours (& other costs such as consumables, equipment rental), reported each week against actual observed.
3.7) Monitor materials inventory, usage, and long term storage. Help develop Surplus materials plan to implement new surplus materials procedure.
3.8) Verify monthly yard layout plans support schedule without conflicts.
3.9) Ensure that Chevron interests are being managed effectively by CUEL in relation to other clients and CUEL interests.
4) Quality
4.1) Provide direction to the QA/QC team on site in the yard to ensure that QA/QC issues are identified, resolved and dealt with in a timely manner to meet schedule and quality constraints effectively.
4.2) Identify best practices that can be utilised in the yard and can be adopted by CUEL to improve Chevron’s wellhead platform fabrication programme performance and quality.
4.3) Ensure QA/QC team is meeting and aligned with project objectives.
4.4) Ensure QA/QC team plan and conduct regular quality visit/audit at the job site, subcontractor site etc.
4.5) Provide direction to Company Quality Specialists / Engineers to improve fabrication process.
4.6) Ensure Chevron Fabrication Inspectors fully adhere and understand Company / Project Quality Requirements. Ensure that ITP's are agreed and complied with for all parts of the work.



NATURE & SCOPE:

This role is pivotal to ensuring the wellhead platforms and associated pipeline projects are delivered in accordance with Company approved design, procedure, standards and specifications through effective management of the EPCI contractor fabrication yard as client representative on site.

In order to perform effectively, the role requires an in-depth knowledge of the fabrication and assembly, loadout and installation activities. Decisions must be made on technical and commercial issues and considering both long term and short term objectives.

QUALIFICATIONS:

FORMAL EDUCATION: Bachelor Degree or extensive experience with industry recognized qualifications

EXPERIENCE: 10-15 years working as a Company Representative in Management / Senior Supervisory capacity for construction & offshore installation for Oil & Gas industry.

SPECIAL SKILLS: Project / construction management experience. Strong coordination, communication and personnel management.
Planning and scheduling in a fabrication and project environment.
Effective computer skills (MS Window, Office, Outlook, Project etc.)
Good command of written and spoken English.
