The Company:
A major, international oil and gas company.

The Role:
Part of a small rotational expat team and reports directly to the Engineering Team Coordinator and functionally to the Operations Manager, who is the Integrity Management lead. The role is responsible for all aspects of the site Management of Change (MoC) process and supports the Process Safety Technical Authority (TA) whilst actively contributing to the implementation of the integrity management agenda.

The Facilities Engineer will provide day-to-day supervision of a small Management of Change team with the external support of an engineering services contractor. He/She will also be the engineering single point of contact to appraise, design, implement, punch-list commission and ‘as-built’ multi-discipline changes to production, support facilities, and systems in accordance with MoC, Integrity Management (IM), and HSE mandates.

Key Accountabilities

•Provide support to the elements of the facility Integrity Management program including major accident risks, blast studies, process-safety performance indicators/management
•Ensure operability, maintainability, and technical integrity of all changes executed under the MoC procedure.
•Plan and manage MoC related engineering activities to meet business, IM, and HSE requirements, ensuring that the design, implementation and operation of changes are is in compliance with applicable specifications, codes and practices, Algerian laws and regulations.
•Coordination of engineering activities with Exploitation, Realization (construction), Maintenance, and HSE departments.
•Provide technical support to trouble shoot and identify deficiencies in plant and system performance, and recommends improvements and enhancements in asset operation and maintenance.
•Participate in technical reviews, tender evaluations, HAZOPS, LOPA, Task-Based Risk Assessments and audits.
•Prepare studies and reports and make presentations to management in support of modifications and projects.
•Prepares field requisitions for quotation and written technical recommendations. Defines specification, certification, material conformance and QA/QC requirements for all materials, plant and equipment relating to MoCs.
•Contribute technical skills to incident investigation and emergency response planning/exercises as appropriate.

Essential Skills / Qualifications:
Minimum: Bachelor of Science or equivalent engineering degree.
Extensive experience of FEED, detailed design, construction, commissioning and close out of brown field multi-discipline modifications and green field construction on overseas onshore oil and gas production facilities.
Working knowledge of relevant industry codes including, ASME, API, ANSI, NFPA, and OSHA.
Specific knowledge of mechanical, piping and project engineering; application of integrity management standards; document control and design verification and approval processes.
Team player and leadership skills in operational support and development engineering role. Highly developed interpersonal skills, verbal and written communication
Previous office and field leadership experience
Proven ability to coach, mentor and influence in a challenging cultural environment
Valid international driving license; certified medically fit

Desirable Skills / Qualifications:
Chartered engineer status/membership of an appropriate engineering professional institution
High level of computer literacy
French language or interest to learn highly desirable
