The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
Note: Frequent Travel to North Africa is Required.

Job Role
Manage a team of professionals to validate the accuracy and completeness of a FEED product that has already been completed and ensure any necessary additional studies are done in order to get to the sanction point for the partners for a Natural Gas Liquids processing facility and all associated equipment required for sales of the product. Responsible for preparation of all prequalification and tender documentation deemed necessary for tendering to commence as soon as project is sanctioned.

• Validate concept selection for NGL extraction facility
• Validate project design basis (with all appropriate boundary conditions…rates, inlet fluid properties, existing footprint, existing tie-ins, shared facilities)
• Work closely with Operations Group to determine what facilities can be shared with the current CPF, determine what is necessary to tie in to these facilities and ensure that long lead items are purchased in time for installation during the scheduled 1Q, 2014 maintenance shut-down of the HBNS CPF.
• Work closely with Operations Group to determine what facilities cannot be shared and arrange for required engineering work
• Provide oversight of engineering contractor to update process simulation work, fill gaps in the previous FEED, develop major equipment list, cost and schedule to support project sanction
• Provide oversight of engineering contractor for pipeline design, routing, tie-ins, etc.
• Provide oversight of engineering resources who will be preparing the scope of work, project execution plan, contracting strategy, and other key documents that will serve as the basis for the contract for the detailed engineering, procurement, construction, and installation work to be performed.
• Collect lessons learned from ongoing projects to ensure that these are captured in the B404 contract / project plan.
• Assess project risks and develop register. Consider local market conditions, contractor capability, local restrictions, production interruption etc. and communicate those in project sanction documents.
• Consider procurement of long-lead equipment as required to ensure project schedule success.
• Provide support to Project Manager as required for communication with partners, government agencies, and management.

Essential Skills / Qualifications:
• Chartered Engineer (UK), Registered Professional Engineer (US), or equivalent
• Bachelor of Science or equivalent in one of the Engineering disciplines from an accredited Engineering College or University, plus additional training in project management.
• Ability to speak and write the English language fluently. Ability to speak French a distinct advantage.

Skills / Knowledge / Experience:
• Experience in Engineering Management and working engineering experience for oil and gas capital projects preferably with experience specific to NGL extraction facilities, working either for an international Engineering Contractor and/or an Operating Company.
• Experience with Process Engineering
• Proven ability to manage the numerous and complex relationships between companies and contractors
• Experience in setting and managing budgets
• Proven ability as a leader of people. Effective ability to work as part of a close team.
