The Role:
Responsibilities
• Reporting to the In-Kingdom Project Manager
• This role will include the following
o Managing the site Facilities Group which consists of the following sub-organisations:
• Site IT support. This section will provide and support the IT services for the onsite offices and accommodation. This will include managing contracts for services with service providers, maintaining excellent availability, download speeds and bandwidth to avoid losses of service or productivity issues.
• Site HR support. This will include managing visas and immigration and temporary labour, the Government Liaison Officer at site will report here and the provision of translations services.
• Vehicle Fleet. The Vehicle Fleet Manager will report to the Facilities manager and be responsible for the provision of transportation through sub-contracted services or direct hire including the maintenance of vehicles and provision of suitably qualified and safe drivers. This will include transportation of labour from the accommodation to the work place, internal transportation requirements and the transport of people from the airport to site. In addition any other Management transportation required. This will include suitable provision of secure or armored vehicles as necessary.
• Accommodation. The Accommodation Administrator will report to the Facilities Manager and be responsible for the management of all aspects of the provision of office and personal accommodation and life support services through the sub-contract with Namariq. This will include ensuring the highest standard of food and catering and the provision of facilities for leisure and entertainment.
• Facility Security. The site security services are provided by a partner organisation, RAPCO. The security services manager will report to the Facilities Manager and ensure the security of personnel and property within the AP construction site, the camp accommodation/laydown areas and journeys between them. He will advise and provide specific security arrangements as necessary for journeys outside the Jazan secure area e.g. to the airport or Jazan City etc.
o Each of these sections will be led by a Supervisor/Manager who will report directly to the Facilities Manager
o The Facilities Manager will ensure the highest standard of Health, Safety and Environmental performance from all of the service providers and equipment.
o The Facilities Manager will develop key performance indicators (KPIs) for all aspects of the services for which he is responsible. These shall be updated regularly as agreed with the Site Project Manager.
o KPIs will report weekly at an interface meeting with the Site Project Manager’s weekly management meeting.
o The Facilities Manager will ensure the highest standard of reporting for incidents, Near Misses and unsafe situations (using the Accident Predictive Technique). All incidents and Serious Near Misses will be investigated and root causes established and suitable and effective actions taken to prevent a recurrence.
o The Faculties Manager will control budgets for which he is responsible and sign off expenditure within the control guidelines established with the Site Project Manager. He will approve timesheets and expenses as necessary to ensure compliance with budgets.
o He shall manage forecasting of accommodation requirements with the Site Project Manager and the Site Construction Manager to ensure sufficient accommodation is available as required and of the correct standard.

Essential Skills / Qualifications:
• At least ten years experience of equivalent accommodation, life support services roles. Previous experience of managing vehicle fleet operations and security services.
• Experience in remote and hostile environments both physically and from a security point of view.
• Team Player
• Strong communicator written and oral
• Strong and effective leader and coordinator
• Organised, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks
• Strong Microsoft software skills, particularly Primavera P6, Excel and MS Project
• Familiar with reporting processes
• Strong report writing skills
• Experience of working in a multicultural project team
• Middle East experience
• Experience of working on camp based construction sites in remote Middle East locations

Working Hours
6 days/ week, 10hrs/day on site, excluding travel time between accommodation and site. Friday is
Weekend.

Accommodation/Travel
The base will be a secure Camp Ground 5km from the ASU site within the perimeter of Jazan Economic City, with safe, modern and comfortable leisure and living facilities.

Welfare
On-site dedicated medical support from a recognised international provider, with ISOS backup for medical
evacuation will be provided, along with On-site dedicated security support from a recognized
international provider, with comprehensive offshore backup.
