The Company:
Our client is oil and gas operator company in Indonesia looking for FEED Rep. Engineer (I&A Supervisor)

The Role:
Purpose :
FEED stage
To support company WP leader and project manager in managing and supervising FEED contract (s) relevant to the FPU work package :
Ensuring proper liaison through timely, effective and complete flow of information between company and FEED contract (s)
Monitoring alignment of FEED contract (s) with contractual terms, conditions and company's requirements.
At FEED completion and before starting the execution the role will be converted into automation & instrumentation supervisor.

EPCI stage
To review and approve the specification, design and supply (by contractors) of instrumentation and control systems in offshore production facilities, ensuring that it meets project objectives, industry standards and best practice for safety, reliability cost.
To review the pre - commissioning and commissioning procedure. To attend test and inspection, both on factory and on construction / integration yard.

Main accountabilities and responsibilities :
FEED stage
The job holder is responsible for :
Being the liaison between FEED contract (s) and WP leader in all company corporate functions,
Being informed of contractor execution plan, management decisions, as well as contractual milestones and provide feedback to WP leader
Evaluating / approving the definition of a plan by FEED contract (s) package manager in order to monitor the FEED contract (s) contractual performances based on established KPI's and contractual milestones
examining and agreeing all technical change notices with the FEED contract (s) package manager before being submitted to the WP leader
Supporting the FEED contract (s) package manager in expediting external issues (i.e interfaces with local authorities / regulatories bodies)
Supproting the WP leader in assessing the FEED contract (s) manpower requirement
attending FEED contractor (s) progress meeting.

EPCI stage
Selection of the best technical / economical solutions and products for instrumentation and automation systems
Instrumentation and automation system overall design integrity and compliance with international standards, company guidlines and engineering best practices
Instrumentation and automation and control systems concept design and / or detailed engineering design
Preparation of ITT documentation and bid technical review for instrumentation and automation
Review of contractors instrumentation and automation and control systems design
Technical instrumentation and automation support to commissioning and production start-up

Specific Accountabilities and responsibilities :
Monitoring and assessing FEED contract (s) contractual performance, quality processes and schedules and manages KPI's evaluation processes
Monitoring FEED contractor (s) progress and milestone achievement

Safety responsibilities :
HSES awareness in all duties and activities / compliance enforcement with general HSES rules. Demonstrate a personal commitment to health, safety and the environment by monitoring ECMT application of the following

Main Interfaces :
WP leader, others FEED Rep. Project Manager, Engineering Manager, Engineering Specialist, Contract Holders and HSE staff unit members throughout the organization.
FEED contract (s)
All members of the FEED contract (s) organization on a daily basis and with attendance / participation at meetings between FEED contract (s) and EPC/EP contractor management, contractor WP leader, lead engineers, instrumentation and automation system suppliers
Local authorities and regulatory bodies

Essential Skills / Qualifications:
The job holder must have an engineering or technical degree (Electronic Engineering, preferably on automation specialization)
Experience in Project Engineering in a major oil and gas company for instrumentation and automation systems
Not less than 7 years of working experience in oil and gas industry, both offshore and onshore
Not less than 3 years of experience of working with contractors and supervising the contractors in instrumentation & automation engineering activities
Ecxperience in pre commissioning, commissioning and testing
Working in prior similar role would be beneficial

Desirable Skills / Qualifications:
The job holder must have proven
Good knowledge and understanding of the contractual terms, conditions and requirements and the particular scope of work to be performed by the contractor.
Good knowledge and understanding of the instrumentation & automation for offshore development such as :
IT hardware architecture (generic)
Plant design : automation & instrumentation & telecom design
Construction & installation : plant construction, control system knowledge, inspection, control and testing techniques
Good abilities to read, understand, interpret and write reports and documentation
Good communication skills at all levels
Experience of working in multi - national environment
