The Company:
Our client is looking for a candidate to fill Field Competency Assurance and Training Specialist position.

Start date: As soon as candidate is ready
End date: December 31, 2014 (plan on issuing annual work orders after that)
Work location: Multisite – primary location – OPF
Work schedule: 28 days on/ 28 days off

The Role:
EMPLOYEE’S FUNCTIONS
- Coordinates and support OIMS System 5-1, 5-2, 6-1 and CAS processes and procedures;
- Coordinates COMPANY CAS Assessment process at all ENL work sites;
- Coordinates and support COMPANY CAS Assessors;
- Supports COMPANY O&M procedure management process including procedure creation, revalidation, review processes;
- Schedules usage of training center at OPF in conjunction with HSE team;
- Detailed Shift Cross Over Communications with rotation partners;
- Manages the PIT emulators at all Sites and STTC (Sakhalin Technical Training Center);
- Establishes internal on site contacts at all COMPANY's sites (supervisors, assessors, & mentors, SMEs etc.);
- Organizes and support critical vendor training when requested;
- Supports Yuzhno Training Specialists and Administrative Assistants for onsite initial and refresher recertification of required RF regulatory and company required training, and provision of scanned, hardcopy documents to SakCAT;
- Supports operations group file retention process for specific Certificates and other training records;
- Provides coordination of Training and Competency Assurance Activities at the Field Sites;
- The employee shall be held responsible for poor performance of the job duties, violation of the Employment Agreement provisions, local regulations and requirements of the RF legislation as specified by the RF Labor Code;

EMPLOYEE’S JOB DUTIES
1. Participate in Safety Program initiatives and have a basic understanding of OIMS;
2. Coordinates and supports COMPANY Competency Assurance and Training processes in the field sites and when required in office;
3. Coordinates, supports and facilitate COMPANY Operations and Maintenance Procedures Management process;
4. Actively participates in design, implementation and continuous improvement of OIMS System 5-1, 5-2, 6-1 and CAS processes and procedures;
5. Establishes and maintains excellent rapport with site Production Operations supervisors, managers;
6. Attends daily operations leader meetings;
7. Establishes and Maintains emulator rooms at field sites and ensure site contacts are in place;
8. Runs plant emulation scenarios to train technicians with emulator;
9. Works closely with CAS Coordinator, Training Specialists and Operations Training Supervisor to ensure OIMS and CAS processes are followed;
10. Acquires CAS Assessor certification and conduct CAS Assessor Training for designated personnel;
11. Supports/Attests CAS assessments conducted by Operations/Maintenance team assessors and conduct CAS Assessment when required;
12. Establishes and maintains excellent rapport with site operations and maintenance personnel;
13. Participates in weekly SakCAT team meetings by phone;
14. Participates in weekly Field Training Coordinator and CAS Assessor coordination call and reports to Operations Training Supervisor accordingly;
15. Sets up and conducts required periodical conference calls to support and facilitate OIMS 5-1, 5-2, 6-1 and CAS process;
16. Works closely with the training administrative assistant to ensure onsite SakCAT training activities occur as planned;
17. Supervises and directs contract instructors, involved in the delivery of SakCAT training programs conducted at Field Sites;
18. Instructs/teaches specific subjects to COMPANY employees( OIMS 5-1, 5-2, 6-1, CAS Processes);
19. Assists SME in development of specialized training courses, modules and training aids;
20. Ensures and maintains an effective and ongoing back-to-back rotation handover process;
21. Attends all mandatory for employees Company training programs and seminars, including computer-based programs;
22. Performs assignments in a safe and diligent manner, follows labor safety rules, timely informs the supervisor about any incidents, injuries, near misses and potential hazards at his/her working place or at others’ working places if witnessed.

Essential Skills / Qualifications:
 Degree in Education/Teaching or equivalent
 Experience in design and delivery in Adult Education Programs or equivalent
 Dual language capabilities in Russian and English (minimum EM5)
 Experience/education with Oil & Gas industry is preferred
 The safety, administrative, and technical training requirements associated with this position.
 Familiar with CAS processes regarding procedure development, and competency assessment
 Has good knowledge of Adult Educational techniques
 Demonstrates excellent communications, organizational and interpersonal skills
 Demonstrates leadership and supervisory skills
 Demonstrates computer proficiency- intermediate level- Microsoft Word, Excel, PowerPoint
