The Company:
Our client is a major oil and gas refinery in northwest Ohio.

The Role:
Overview: Field construction management including supervising contractors in multi-discipline craft work

Roles and Responsibilities:

Safety
• Understand and assure compliance with all BP policies and procedures
• Play a leadership role in developing an excellent safety culture
• Set high safety expectations for the work crew
• Apply an auditing process to assure that adequate Hazard Identification Task Risk Assessments (HITRA) has been performed prior to start of work. When necessary participate in the HITRA
• Assure communication on all aspects of the Permit to Work Package has effectively occurred with all members of the work crew prior to the start of work. This responsibility can be delegated to the contractor’s crew leader that has been trained in the control of work process, but periodic audits by the Job Representative should be conducted to assure that good conversations are taking place.
• Stop work if conditions become unsafe for any reason including changes in the conditions documented in the Permit to Work
• Must know daily how many permits, and work areas, are being managed and assure that these number do not exceed the requirements stated in Permit to Work Procedure
• Ensure that all contract supervisors know who the Job Representative is on their work at all times.

Environmental
• Understand BP’s policy and goals around environmental performance and represent them to work crews
• Be skillful in avoiding environmental incidents that could result from construction activity
• If an environmental incident occurs deal with it immediately in a first responder capacity

Control of Work
• Job Representative may fill the Performing Authority role or may delegate this responsibility to another competent PA.

Planning and Scheduling
• Ensure jobs are adequately planned and scheduled before executing any work.
• Participate in field planning and scheduling meetings including Permit to Work planning with Asset Operators
• Challenge and work to optimize manpower staffing plans on cost plus contracts.

Quality Control
• Understand the applicable QC Standards for the work being performed
• Insure Quality Control testing and documentation will be performed by the contractor performing the work.
• Ensure appropriate numbers of QC personnel are working the jobs.

Productivity/Cost Control
• Understand and enforce governing contracts for the work being executed
• Understand project’s work breakdown structure and require proper accounting of labor and material.
• Monitor costs and progress against the schedule and estimate to assure cost objectives are met.
• May write contract labor requests or contract releases.
• May attend asset meeting where work is discussed and planned for the future.
• Sets high expectations for productivity and implement improvement actions where required.
• Ensure manpower provided reflects plan requirements.
• Understand work scope and know when out of scope requests are made
• When scope or field conditions change that will influence the final project cost, assure the appropriate extra work authorization for PDN, project deviation notice is granted before work proceeds
• Work with the construction team to optimize the use and return of rental equipment and cranes
• Evaluate and signoff of timesheets as required
• Evaluate contractors at the end of every job by completing an end of job contractor evaluation forms and assure that the lessons learned portion of the PTW form is completed.

Turnover
• Signoff of turnover packages as required.
• Ensure ‘Red Line’ drawings are turned over to engineering where required.

Housekeeping
• Support the construction team in planning and management of project temporary facilities
• Set a high standard for housekeeping and hold work crew accountable
• Perform periodic housekeeping audits and correct deficiencies
• Assure that the work site is left in a state of good housekeeping at the end of work everyday

Essential Skills / Qualifications:
• A minimum of 15 years experience with multiple craft discipline.
