The Role:
The Mechanical/Control & Automation/Electrical Engineer will be responsible for ensuring that all deliverables by engineering services contractor on assigned projects are met and provide cost overview/management to the project team. The incumbent will be initially involved in the development and implementation of the Operations Management System; e.g. procedures, tools, applications, processes required for the Operate Phase, with the Management of Change process being a key one.

-Ensures that engineering service contractor delivers the services (project documentation, resource etc) at the agreed cost and time.
-Deliver accurate and sensitive project controls information that facilitates a clear understanding of the performance of the project in relation to planned cost and targets.
-Monitor project costs, forecast costs and prepare the cost section of the monthly cost report. Report and analyse cost trends and identify areas of possible cost overrun and investigate and recommend corrective action.
-Provide assistance in the administration of the project change procedure and review third party estimates for changes
-Ensure accurate and timely delivery of engineering contractor project control information
-Participate in any negotiations, disputes with Contractors.
-Monitor contractor resources to ensure that qualified staffs are available and are applied effectively.
-Prepare timely payment to contractors for verified/approved work invoices.
-Compile reports for Management on engineering contractor performance.
-Update performance metrics/KPI.
-Support the implementation of effective project control procedures and monitor to ensure that effective mitigating action is taken on projects identified as needing correction.

Essential Skills / Qualifications:
1. Applicants should have either of a Mechanical/Electrical Engineering BSc degree, or equivalent.
2. Applicants should have Technical competencies as given in the Mechanical & Electrical Job Competency profile within the Technical Professional Competency Framework relevant to his discipline.
3. Ideally, knowledge will encompass the project realisation process (ORP and OPMG).
4. Experience in the technical evaluation and cost estimating for facilities options.
5. The ability to work with people from different cultural backgrounds is essential and you should be keen to work in project locations across the globe. Fluency in English language is essential.
6. Middle East experience is preferred
