The Company:
An established Operator based in HCMC, in Vietnam. For a field development project.

The Role:
1. Performing the duties of Tie In Interface Technical Authority and Team Leader and Metering Team Leader. Formal title ‘Tie In and Allocation Metering Team Leader’.
2. Identify interfaces with partner and input these to Tie In Interface Register.
3. Prepare and manage schedule for actioning/executing the Interfaces.
4.Coordinate each Interface issue and action in a timely manner coordinating with WHP Team and other departments.
5. Prepare Technical Decision Sheets (TDS) as required to obtain management buy in to interface and metering solutions.
6. Work with partner WHP team on the design of the wellhead platform modifications for field tie in.
7. Work with partner FPSO team on the design of the FPSO modifications for field tie in.
8. Identify synergy opportunities with partner to save company costs over the development life.
9. Prepare Scope of Work and Technical Evaluation Model for Independent 3rd Party Metering Specialist as per HOA. Prepare the technical evaluation models. Package engineer for field metering.
10. Manage the preparation of all field metering technical drawings and documents plus the associated scope of work and other procurement related activities. Manage the Independent 3rd Party Metering Specialist in the provision of metering and allocation deliverables and MAA sections and attendance of meetings, testing, and validations to achieve the metering principles established in the HOA.
11. Review field metering vendor drawings and documents and obtain the approval of the Independent 3rd Party Metering Specialist on these.
12. Prepare AFEs for field Tie In expenditures.
13. Manage the close out of all outstanding Field FPSO due diligence issues.
14. Manage obtaining all necessary technical documents from partner for due diligence and the technical review of these and the close out with partner of any technical issues resulting from these reviews.
15. Ensure that all technical interfaces between partner and company are properly coordinated and match to form an integrated development.
16. Provide technical support on Tie In agreement as required by the negotiations team.
17. Work with partner to prepare a schedule to implement the field modifications from design through to start up.
18. Manage the field interface coordination and metering co-ordination with the company wellhead/riser platform and pipelines project management team.
19. Prepare the sections for field Tie in for Field Development Plan.
20. Company Technical Authority for all aspects of the field facilities interface and tie ins from HOA to the handover to operations.
21. Monitor partner facility tie in and modifications contractors/subcontractors performance against the project cost & schedule and prepare and submit weekly & monthly progress reports on the progress of the field Tie Ins and related modifications.
22. Manage change in regards to partner tie ins and modifications insofar as this might impact company technical/cost/schedule/safety.
23. Attend partner HAZID, HAZOP, SIMOPS workshops on tie ins and modifications.
24. Reasonable due diligence of field and FPSO facilities, to ensure that the facilities are safe to an ALARP standard.
25.Work with partner to generate a Tie Ins and modifications cost estimate with an expenditure forecast.
26.Ensure that safety and constructability are adequately considered in the field Tie Ins and modifications.
27. Ensure that company Operations input is obtained in all aspects of the field Tie Ins.
28.Implement regular reviews and audits of the Tie In progress and quality
29. Ensure that company QAQC and HSE requirements as agreed with partner are met for the field Tie Ins and modifications.
30. Assist WHP team and partner with the preparation of mechanical completion/commissioning plans & procedures for the field Tie Ins and modifications and allocation metering.
31. Overall supervision of the integrated development RAM study.
32. Interaction with government bodies and other external parties, as required.

Essential Skills / Qualifications:
The candidate should have the following qualifications and direct working experience in Offshore Oil & Gas Field Development Engineering:
• Minimum of 20 years working experience in the planning, conceptual/FEED/detailed engineering, procurement, fabrication, installation, commissioning of offshore oil and gas field developments including fixed and floating production topsides facilities and pipelines in direct supervision of teams of engineers, engineering firms, contractors and consultants.
• Detailed multidisciplinary knowledge in the design and operation of fixed and floating production/processing facilities.
• Direct experience as an engineering manager of oil and gas topsides engineering.
• Direct experience as a hook up supervisor.
• Direct experience as a commissioning supervisor on offshore facilities.
• Direct experience in equipment and ICS systems and metering factory inspection and testing requirements.
