Our client is a major Oil and Gas refinery in Northwest Ohio.

The Role:
Job Description/Key Responsibilities:
Even in times of capital expenditure control, there is regulatory compliance, capability growth, sustaining activities, or special environmental promulgations that require capital spending to enhance existing assets. The Project Engineer is the person who drives the development of the project scope, funding, design, execution, and commissioning for these areas of capital spend. This position is responsible for cost effective development of detailed designs and installation of facilities that meet the objectives of the project design basis. The Project Engineer insures that the facilities installed are safe, environmentally sound, operable, maintainable and complete.

• Responsible for health, safety and environmental performance and awareness to achieve our goals of no accidents, no harm to people and no harm to the environment. Investigates accidents and near-misses. Prepares, conducts, or otherwise ensures completion of regular safety meetings. Promotes maintenance of a clean, safe work site and ensures adequate housekeeping.
• Administers and/or participates in support of the Toledo refinery's Employee Policy.
• Responsible for the effective execution of assigned capital projects at the Toledo Refinery.
• Coordinates with Asset Teams and other groups to ensure that project definition and milestones are established and managed according to the principles of Capital Value Process (CVP).
• Provides capital improvements that are easily operated, reliable and cost-effective from a maintenance standpoint. Ensures compliance with safety, constructability, operability, reliability, maintainability, and cost and schedule deliverables.
• Acts as the point of accountability, ensures that all critical elements of front end loading (FEL) principles are used for the efficient design, planning, procurement, safety reviews (MOC, HAZOP, PSSR), execution, QA/QC compliance, and start-up within project cost and schedule authorization.
• Understands relevant Health, Safety, Security and Environmental (HSSE) regulations, policies and procedures applicable in the design and construction of projects.
• Applies relevant BP Technical Practices and appropriate industry engineering specifications, standards, procedures and regulations to all jobs.
• Manages contract design engineers for detailed design packages and mentors them to understand and comply with the project goals and deliverables, ensuring that the design and construction contractors operate with a high degree of safety and integrity.
• Monitors and controls costs of procurement, design engineering, and field execution against plan and regularly forecasts final expenditure and completion targets. Manages essential change order control to ensure effective project management.
• Coordinates with the Turnaround (TAR) Team to understand milestones and expectations of deliverables required for planning and execution of project work during TARs so that all required information is communicated in a timely manner.
• Coordinates Pre-TAR and Post-TAR work activities in operating units in a safe manner while minimizing impacts on unit availability.
• Coordinates with Operations, Inspection, Reliability and Maintenance Teams to utilize appropriate technical resources for design and installation support. Ensures that all new equipment meets the goals of safe operations and long term reliability and maintainability.
• Understands and analyzes the pros and cons of various contract strategies and drafts contract scopes, solicits bids and facilitates the bid review and approval process.
• Effectively communicates project status, issues and concerns with relevant departments and proactively works to achieve mutually agreeable solutions to problems.
• Ensures commissioning deliverables are met from a project management perspective.
• Analyzes and reports on performance measures or key performance indicators and communicates project status and exceptions in a timely manner.
• Manages all logistics, resources, materials and permitting requirements for assigned projects and prevents delays and cost impacts.
• Updates all relevant drawings and documentation and provides information according to refinery practices in a timely manner to ensure that relevant training information is updated and/or communicated to the appropriate personnel.
• Acts as a member of the Plant Emergency Operating Procedures (EOP) team.

Essential Skills / Qualifications:
A Bachelor’s Degree in Engineering and a minimum of 6 years of relevant experience is required.
• Must have an understanding of the principles of the Capital Value Process (CVP).
• Must possess specific skills and knowledge of a broad range of refinery equipment and associated construction and maintenance methods.
• Must have a familiarity with industry design and construction codes, standards and regulatory requirements, and be competent in reading technical drawings.
• Must possess supervisory skills in directing, appraising, counseling, and coaching employees.
• Must possess management skills in planning, scheduling, budgeting, cost control and manpower requirements.
• Must be skilled in conducting an incident investigation and can perform root cause failure analysis.
• Demonstrated computer skills, specifically Microsoft Office, Excel, and computerized maintenance management system (CMMS) for project control is required.
• Understanding of the OSHA Process Safety Management
