Department: Safety, Environment and Fire
Supervisor Job Title: Manager, Safety, Environment and Fire Department
Purpose Of The Job:
Plans, directs and supervises the activities of the Fire Section. Develops plans and directs Fire Protection programs in the plant. Provides professional advice and assistance to Plant departments on fire protection and fire prevention.
Conducts fire protection hazard identification programs, reviews new project design and plant modification and ensures adequate protection measures to eliminate emergency incidents; develops and implements procedures for protection of personnel, assets and environment at large.

Main Duties and Responsibilities:

1. Planning Develops and coordinates Fire Protection management and Fire Prevention programme’s for the plant, such as emergency incident prevention, fire prevention, hazard analysis, training, educational and fire prevention
inspection programmes, contractor’s fire safety. To enhance effectiveness of HSE Management System, emergency response and emergency incidents prevention programmes.
2. Leadership Plans, directs and supervises the activities of assigned personnel in the Fire Section. Performs supervisory functions and exercises financial authority at the level established by management for the position. To
provide a leading role towards constant improvement through leadership and action planning.
3. Audit. Establishes, implements and reviews comprehensive audit/inspection programmes to ensure that all Fire Protection and Fire Prevention regulations and programmes are strictly complied with. To plan, organize and follow
up of Fire Protection Audits/Surveys/inspections.
4. Risk Evaluation & Management Sets up the annual fire protection plan and objectives for RRD facilities. Develops tracking system to ensure proper functioning and fulfilling of the departmental objectives. Assists all refinery
sections in establishing their fire protection/fire safety performance standards.Identifies areas of unsafe working conditions, polluted & unhygienic work places and recommends improvements. Provides assistance to Safety,
Environment & Fire Dept. Manager for interaction within and outside company contacts on Fire Protection related matters and also Mutual Aid related coordination with operating sites at Industrial Area; includes occasional
contacts with police, other Government authorities and insurance agents to facilitate investigations. To ensure that controls are established for safe operation of Refinery against all identified HSE critical activities and HSE
Hazards.
5. Implementation and Monitoring Prepares initial Capital and Operating Budgets for the Fire Section. Controls expenditure to ensure that they remain within budget limits. Reports variances to HSE Manager with justifications.
Prepares a variety of reports and statistics on Fire Protection (incidents/accidents/near misses) and emergency incidents. Highlights shortcomings and recommends new techniques or programmes aimed at improving fire
protection and preventing the recurrence of emergency incidents. Ensures implementation of plans, compliance to HSE practices and HSE Management System requirements.
5. Implementation and Monitoring Continued: Coordinates with Civil Defence and Police Authorities on matters related to incidents/accidents involving plant properties and personnel, training for first aid, emergency response and
other activities related to fire protection.Reviews proposals for new projects and systems work and plant modifications prior to their implementation to ensure compliance with the plant fire protection policies and procedures.
Participates in HAZOP (or any other Hazard identification & Hazard Analysis) studies to ensure fire protection design. Coordinates with other sections to ensure that all employees and contractors are aware of fire safety and fire
regulations, standards and procedures.Ensures the proper inspection of work sites for integrity and availability of fire fighting equipment and fixed systems. Checks the adherence by all personnel to fire protection rules and
regulations.
Develops and sets the specifications of fire protection and fire fighting equipment and materials to meet the protection requirements needed in the plant. Revises purchasing standards to ensure equipment and material
purchased meets the applicable safety codes and conform to the latest technology.

Supervision, Planning and Organising:
 Ensures Fire Protection Management System & Fire Prevention Programmes are prepared, implemented and monitored.
 Assists SE&F Manager in ensuring effective Emergency Response Preparedness and Fire Prevention Measures.
 Plans, directs, coordinates and organizes the activities of assigned staff in the section for efficient and optimum performance.
 Prepares analysis for fire protection and prevention effectiveness and analysis of incidents and accidents.
 Participates in the study and evaluation of the Expansion Projects designs, modification job of operating Refinery. This includes providing appropriate recommendations.
 Assists in the control of emergency response measures including all fire fixed and mobile equipment and training of staff.

Purposes of the Subordinate Jobs
Shift Supervisor:
Supervises, coordinates and monitors plant fire protection and prevention programmes and provides advice and assistance on fire protection aspects to Plant Departments under the auspices of the Safety, Environment & Fire Dept. Manager. Coordinates the Fire Protection and Prevention Programmes on assigned shift. Controls the provision of a safe environment for all company and contractor’s personnel in the assigned plant area. Participates in the development of fire safety procedures, fire safety training programmes, and participates in fire safety audits. Prepares initial reports on incidents.

Work Contacts
Internally: Has regular contacts with all employees up manager level while inspecting work area for compliance with fire protection/fire safety standards, organizing and conducting training, checking compliance with fire safety systems and identifying hazards.
Externally: Has frequent contacts up to similar and management levels in FERTIL, GASCO, BOROUGE, ADCO, ADNOC Distribution, other ADNOC Group of Companies for exchange of information and improving the plant Fire Protection and Fire Safety.

About the Job:
The position of Fire Section Head is a senior level position, reporting directly to the Safety, Environment & Fire Dept. Manager. The job requires alertness, professionalism, high level of technical exposure & experience to ensure implementation of controls for an effective HSE Management System & follow up for safe Refinery operation.
The job holder is responsible for organizing the activities of the section staff for efficient, prompt and optimum output.
The incumbent is responsible for providing professional advice to the Plant Management on Fire Protection matters and establishment of Fire Protection policies and procedures to ensure safe Refinery operations.

Essential Skills / Qualifications:
1. B.Sc. in Fire Science or Equivalent.
2. 9 Years experience in various aspects of Fire Protection, preferably in an oil refinery or petrochemical plant, of which at least 5 years should have been at a supervisory level.
3. UAE Driving Licence is an advantage.
4. Computer Software user’s knowledge and experience.
5. Good knowledge of English.
