The Role:

• Accountable for all precommissioning and commissioning activities related to the onshore and offshore pipelines, flowlines including all associated subsea spools structures;
• Shall have an extensive global subsea precommissioning and commissioning experience, starting from the subcontractor level, contractor level and company level pursuing similar responsibilities;
• Co-ordinate and manage contractors to achieve safe, efficient and seamless startup of the system;
• Provide assurance on contractor personnel competency and resource levels and ensure equipment is in place to perform the precommissioning and commissioning work;
• Ensure contractor management compliance with project objectives and company expectations;
• Shall have an extensive global experience in directing commissioning contractor on pipeline / flowline related activities at both onshore / offshore locations;
• Develop precommissioning and commissioning company procedures and associated engineering documentation for pipelines, flowlines with consideration of the phased development approach;
• Oversee / review all pipeline / flowline precommissioning / commissioning related documentation provided by the installation and commissioning contractors to ensure that it meets with the project objectives and standards;
• To act as a focal point for all pipeline and flowline precommissioning and commissioning related activities;
• Shall be familiar to and support with the company initiated commissioning contractual tendering, technical evaluation and commercial evaluation processes;
• Shall have an extensive global experience in managing and strictly adhering to prepared commissioning budget levels and site specific reporting for all pipeline and flowline precommissioning and commissioning;
• Shall have an extensive global experience in managing the pre-commissioning element associated with subsea connectors and LP / HP caps such as Cameron, FMC etc. in the deepwater projects;
• Shall have a first-hand global experience in managing subsea precommissioning and commissioning operations, including but not limited to Vessel based operations using

deepwater bonded / unbonded downline (s), subsea flooding / testing equipment, WROV subsea connection / disconnection systems etc. and Onshore based operations such as water winning, FCG, hydrotesting, leak testing, dewatering, air drying, nitrogen purging, hydrocarbon product fill and start-up support etc.;
• Shall have a first-hand experience in managing subsea preservation and hydrate prevention using hygroscopic fluids and linear & cross linked gel technology;
• Assist in the HSSE delivery and promote safety & environmental responsibility in all aspects of Pre-Commissioning & Commissioning;
• Promote strong HSE performance and uphold the company Code of Conduct;
• Participate in engineering and process safety reviews including Peer Reviews, Integrity Risk Reviews, HAZIDs and HAZOPs;
• Ensure commissioning / technology risks, especially high consequence risks are identified and managed effectively;
• Ensure compliance with project approved ETPs and specifications;
• Planning for logistics management for seamless commissioning operations;
• To assist with the planning and scheduling of SD2 subsea systems pipeline / flowline commissioning sequences;
• Liaise with the project Operations / Marine / Onshore & Offshore Facilities delivery teams to ensure interfaces are managed efficiently and pipeline / flowline commissioning philosophies and procedures are compatible;
• Liaise with the subsea suppliers, pipe lay contractors, SPS contractor, topside fabricator subsea installation contractors to ensure interfaces are managed efficiently and commissioning philosophies and procedures are compatible;
• To liaise with operations start up team in developing the overall project start up strategy;
• Ensure clearly defined testing limits for commissioning work topsides and subsea;
• Ensure seamless delivery of subsea system handover management documentation and shall be fully conversant with the handover management databases used, such as ICAPS, GOC, SHM etc.; support project certification engineer;
• Work to the defined subsea system handover criteria and limits between onshore / offshore construction and operations before the commencement of precommissioning and commissioning;
• Ensure the Subsea Commissioning Manager is kept fully appraised of key issues, status and outstanding actions.
