The role will work with an established international E&P operator who has a strong presence in SE Asia.

The Role:
Function
- The primary purpose of this role will be to ensure all work activities are carried out in a safe manner conducive to company's Health, Safety & Environmental (HSE) policy.
- The position will support and promote company's high standard of HSE and shall pursue continual improvement to prevent incidents and minimize losses caused by unsafe practices or lack of procedural controls.
- Champion the HSE cause by promoting a greater awareness and appreciation of the need to protect company's personnel, assets and reputation and actively promote a proactive HSE culture in the oil & gas field operations.
- Where relevant, will lead the mentoring program of offshore HSE professionals so that they will have the skills and competences to maintain this position themselves in the future.
- Work closely with the FPSO contractor and other service companies to help ensure they are meeting their contractual HSE obligations, systems, standards and confirm that they are adhering to company's HSE objectives and requirements.

Responsibilities:
- Implement company's policies, standards, procedures, safety systems and emergency response.
- Implement HSE industry best practices and any local applicable laws and regulations and monitor to ensure compliance.
- Supervise and participate in the activities undertaken by the FPSO contractor’s HSE advisor to ensure that HSE requirements and objectives are complied with.
- Ensure that FPSO contractor and service company sites and activities are inspected on a regular basis to check adherence to company'sHSE standards.
- Ensure that the offshore operations are conducted in a manner that is conducive to achieving and maintaining ISO and OHSAS certification, and fostering a proactive safety culture.
- Ensure inspection programs of catering and accommodation facilities are undertaken to ensure safety, health and hygiene standards are being rigorously applied and maintained.
- Conduct scheduled HSE audits and inspections and prepare management reports and follow up corrective actions to be completed.
- Implement and monitor HSE systems such as hazard & risk management and the use of such tools as risk assessment, job safety analysis, permit to work, lock out / tag out and others.
- Plan and participate in emergency response drills to ensure a high level of knowledge, participation and capture lessons learned.
- Implement and monitor company's waste management policy and guidelines to ensure compliance in all areas.
- Ensure action items identified from inspections, audits, incident investigations, meetings, hazard hunts or STOP card observations are entered into a Corrective Action Register (CAR) and that these items are SMART (Specific, Measurable, Attainable, Realistic and Timely) and that they are followed up and closed out in a timely manner.
- Diligently report all incidents and accidents onto company's Electronic Accident Reporting System (EARS)
- Lead or participate in any and all accident / incident investigations.
- Participate in FPSO contractor’s pre-tour safety meetings, weekly safety meetings and weekly HSE conference call with company office; prepare and distribute the minutes of that meeting on a timely basis.
- Monitor and report on the implementation and effectiveness of HSE plans and HSE campaigns.
- Actively participate in any risk assessments required for critical or non-routine operations to help identify and mitigate hazards.
- Promote and actively participate in the STOP (or other) behavioral based safety programs.
- Take all reasonable care to ensure health and safety to themselves and all others.
- Present all new personnel including visitors to the FPSO the company on site safety induction.
- Lead HSE evaluations of contractor performance and productivity of campaign HSE plans
- Maintains a network of communication with other personnel
- Periodically reviews HSE performance and assurance to B/U HSE Manager.

Essential Skills / Qualifications:
- Nebosh Certificate equivalent or higher with a minimum of 10 years applicable experience in the petroleum industry with international experience.
- HSE planning, HSE management systems and environmental processes, ISO 14001 and OHSAS 18001 systems.
- Auditing, hazard identification and risk management.
- Incident investigation, causal analysis and reporting.
- Training and competency assurance.
- Contingency planning and emergency response.
- Excellent decision making, communication and personnel relation skills.
- A high degree of initiative and the ability to work without supervision.
- Proficiency in report writing, Microsoft Program Management, Word, Excel and PowerPoint.
