The Company:
An established oil and gas exploration & production company is seeking "Gas Production Facilities (GPF) Project Services Team Leader" for local position

The Role:
The Global Projects Organisation (GPO) is accountable for the line delivery of Upstream's global portfolio of over 45 major projects. GPO has 4 key roles: .
- Integration, with overall accountability for FM delivery from the beginning of project appraisal to first production, .
- Optimisation, with a focus on selecting the right development concepts, leveraging standardization, segment scale and learning, .
- Execution, continuously improving efficiency with rigorous performance management, .
- Advice, to inform segment portfolio decisions.
Significant value is created in the front end of projects where we optimize the development concept with multi-disciplinary input, and a standardized model will ensure that we performance manage the developments to ensure that we continuously improve. .
The goal of the GPO is to deliver sustainable efficiency improvement, close the learning loop with Operations, and to deliver functional performance into GPO Projects.

- Staff the Project Controls organization via company and 3rd Party personnel. For staff, develop through recruiting, mentoring, and training
- Develop the Project Controls strategy, plans and procedures, reflecting both company and contractor roles and responsibilities

Interface with the Project Leadership Team, BU Management, Partners, support services, and other external parties.
Manage contractors to ensure compliance with company Services/Controls strategies, plans and procedures
Accountable for GPF manpower planning, maintain and provide update to RPTK (Rencana Penggunaan Tenaga Kerja).

Plans & Procedures
Develop the Project Controls & Coordination Procedure for GPF FEED and EPC ITT package., ,
Develop Progress Measurement Procedures for GPF
Provide input for Project Execution Plan and Project Services Execution Plan.
Adhere to the GPO financial,business and project processes.

Ensure the development of appropriate yearly and long term budgets (CAPEX and OPEX) for internal and external stakeholders (TJVA Partners, BPMIGAS), implement, and monitor costs within a project stage and for entire project until completion/close-out.
Ensure no surprises to the GPF Delivery Team in term of forecast cost vs approved budget through timely notification and rigorous cost trend and forecasting analysis.
Provide input for Cost Performance Review Meeting

Ensure development of appropriate estimates within a project stage , e.g Define FM and Sanction FM in particular for GPF scope.Ensure appropriate internal and external benchmarking/technical limits are completed.
Coordinate preparation for Cost & Schedule Risk analysis, in particular for GPF scope.
Develop pricing structure for GPF FEED and EPC ITT package

Ensure the development of appropriate schedules at each stage, implement, and monitor schedules within a project stage and for entire project until completion/close-out.
Ensure the integration of contractor’s schedule into GPF Master Control Schedule, analyse contractor’s schedule and manpower loading to assess reliability of the forecasted project finish date.
Manage GPF planning interface with other Delivery line and Function e.g LNG Team, Integrated Planning Team, Wells Team.
Ensure no surprises to the GPF Delivery Team in term of forecast schedule through timely notification and rigorous schedule trend and forecasting analysis.
Provide input for Schedule Performance Review Meeting.

Change Management
Implement the change management procedure and ensure the process is rigorously implemented and followed for GPF Delivery.

Risk Management
Implement the risk management plan.
Link risk process and risk mitigation plan to change process and estimate

Developing and issuing various reports to appropriate stakeholders, ensure the report is correct and address the right level of detail of information for different stakeholders.
Prepare and present Project information to appropriate stakeholders.
Develop Project Closeout Plan.

Organize internal project audits and work with external audits to ensure adequate controls.
Ensure all GPF spending and work program meets Government regulation and required process and strive for optimizing cost recovery.

Project Accounting Interface
Work with Expansion Project Controller and Accounting function to ensure adequate financial controls.

Review technical and commercial proposal for GPF FEED and EPC contract
Develop Key Performance Indicator for GPF FEED and EPC Contract.

Essential Skills / Qualifications:
Degree Qualified in a relevant discipline
• A minimum of 15 years experience of project management and construction encompassing the Select Stage to Start Up, in practical Gas Processing Facilites (GPF) scope.
• Proficiency in use of Planning Tools Primavera P6 and Microsoft Project.
• Proficiency in use of all Microsoft Office software including but not limited to MS Word, Excel, Powerpoint and Visio.
• English language proficiency sufficient to support reporting requirements.
• Having deep knowledge, understanding and experience on Pre-FEED, FEED, Engineering, procurement. and Construction phases of Projects in the oil & gas industry

Desirable Skills / Qualifications:
• Master degree in Project Management (MPM) or Business Administration (MBA)
• Certificate of Project. Management Professional (PMP) from PMI
• Proven project experience or a combination of procurement, design and plant experience.
• Proper understanding of Capital Value Process is an asset
• Experience in working on LNG or same previous Projects is a plus
