The Role:
KEY RESPONSIBILITIES:

Reporting to the Head of Operations, the General Services Manager’s responsibility is to plan, manage and monitor the basic services necessary to support the Company’s activities in Chad.

Detailed Description:
The position manages the service delivery activities within an area of significant size and ensures that all service activities (installation, maintenance, etc.) operate at optimum efficiency. The position requires a business-like approach to contract and resources management focusing on service delivery to the organization at the most economical cost.Responsible for the department’s productivity, expense levels, budgets, schedules, and ensures that performance standards are realistically set and attained. Continuous focus on business improvement by constantly evaluating utilization under key contracts and understanding alternatives (vendors / lease vs. buy / other options). Submits and administers performance appraisals, defines the goals and objectives of the immediate work unit. Work is performed with minimal direction and reviewed by senior management. Provides solutions to a diverse range of complex problems.

Supervises: Three (3) sites, two (2) site specific teams, Travel Team, Building Maintenance Team, Vehicle Fleet Team, Office Administration and Team, Cost Control Lead.

Examples of Duties
• Directs research and implementation in all areas of operational effectiveness, including manpower allocations, production and cost efficiencies, and other organizational issues
• Develops and implements standard operating procedures for the business services units of the General Services Department
• Develops performance goals and directs performance of assigned business services functions
• Leads department in understanding its financial position and delivering against objectives in a business-like and efficient manner
• Recommends timely equipment and system lifecycle replacement using industry standards
• Reviews contract specifications and monitors performance and budgetary compliance by vendors
• Reviews, directs, and responds to requests for services and technical information
• Works with other departments, outside agencies, and vendors to develop and implement capital and operational projects as well as ensure compliance with laws, rules, and regulations
• Prepares, analyzes and manages the department’s operating and capital budgets
• Conducts first-level human resource support within department
• Represents the department on major operational committees and task forces
• Supervises subordinate staff
• Develop training program for general services staff including operation of offices, residences, camps, contract management for related core services

Essential Abilities
• Demonstrate history of practical problem-solving, pragmatic management approach and a self-starter at heart
• Business-like approach to contract and resources management focusing on service delivery at the most economical cost to the organization. Continuous focus on business improvement which includes:
o Tracking resource utilization under key general service contracts in order to extract efficiency and rate savings, make informed business decisions, and substantiate payments to vendors.
o Supervising the collection of data, interrogating information with a good attention to detail and understanding the root cause of problems in order to recommend sound business solutions, substantiate service delivery and evaluate alternatives
o Ability to work with both an internal and external audience with a “can-do” attitude while recognizing that an assertive / firm approach is needed to deliver against objectives
• Develop, implement and manage several high profile capital and operating projects at the same time and planning ahead to avoid bottlenecks and inefficient cost outcomes
• Direct major General Services organization components and supervise subordinate staff
• Exercise sound independent judgment and creativity in making decisions
• Communicate effectively orally and in writing in both French and English
• Prepare comprehensive reports and correspondence
• Plan financial and staffing needs
• Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements

Essential Skills / Qualifications:
• Fluent English
• Fluent French would be a strong advantage for the role
• 5-8 years relevant work experience in the operation of one or more of the assigned functions
• Experience working in Africa (preferable)
• Bachelor's degree or diploma - Business, Facilities Management, Contract Management or other related field
