The Role:
Global Category Manager – Drilling Rigs
The job holder reports to the Head of Category, Drilling and Marine and is accountable for development and execution of global category strategies for the varying kinds of drilling rig (land, jack-up, mid water semi, deepwater, etc), as well as support to asset based sourcing and contracting activities for the same. Unlike other category manager roles, on account of the lack of expertise in depth in many assets, the incumbent regularly becomes the sourcing manager with responsibility for leading cross functional teams in the delivery of sound rig contracts on behalf of assets. The role is based in Houston co-located with the main Well Engineering function though with a very strong tie to the Reading based Exploration team from which derives a majority of demand. The Drilling Rigs category encompasses the following main sub-categories; (i) land rigs, (ii) jack up rigs including swamp barges, heavy duty and HPHT units, (iii) mid water semi subs, and (iv) deepwater drilling rigs both semi subs and drillships. The role also encompasses having a sound knowledge of critical rig equipment e.g BOPs, and the regulatory regimes surrounding these.

The incumbent, collaborating closely with the relevant sourcing managers within company assets, as well as technical experts, manages the development and implementation of C&P category strategies to optimise value creation, control and safety management, specifically:
• ensuring that the category strategies for Drilling Rigs comply with legal requirements and company policy, Value Assurance Framework and Business Principles;
• ensuring C&P contracting strategies and approach to market are aligned with the agreed category strategies;
• promoting competitive advantage through total cost of ownership, supply chain management, incentive arrangements, total vendor management and capitalizing on vendors’ knowledge and resources;
• building/maintaining effective relationships with major contractors and suppliers at top management level; leveraging such relationship and general contact with relevant markets to provide current and insightful market intelligence.

He/she has overall C&P responsibility for annual spend that regularly exceeds US$1bn though this fluctuates driven by demand.
The jobholder reports to the Head of Category Drilling and Marine. The job holder is one of 4 global category managers within the DrillEx team; the others covering Seismic and Geophysical/Geotechnical surveys, Permanent Wells Equipment , and Drilling and Completion Services.

OTHER KEY ACCOUNTABILITIES FOR THIS ROLE:

The jobholder is accountable for liaising with sourcing managers within companys assets, Well Engineering and Exploration developing/maintaining global category strategies for the identified strategic Drilling Rig categories, and for ensuring the role of C&P in value creation, control and safety management is fully leveraged, specifically:

Health, Safety, Security and Environment (HSSE):
• Championing the Company HSSE agenda, and demonstrating safety leadership in C&P.
• Ensuring contractor selection takes full account of a contractor’s HSSE performance on past jobs for the Group.
• Ensuring contractor selection, award and performance management processes drive optimal HSSE performance.

Development of Drilling Rig Category Strategies
• Supporting the development of the Procurement plan, including the segmentation of spend into appropriate categories.
• Leading the subsequent development of strategies for the Assets that comply with and support the global category strategies.
• Building strong relationships with internal stakeholders to understand and help shape demand with the Category Leads.
• Providing market intelligence.
• Delivering ongoing value enhancement through savings targets agreed with the Category leads and C&P management.

Influencing the network
• Working with category leads, influencing Asset C&P teams to align with Group category and contracting strategies and providing resource as required.
• Educating internal stakeholders to ensure they support the strategy, and are aware of their and C&P’s roles and remits.
• Ensuring budgetary cover is secured from C&P and major stakeholders.

Market approach
• Assisting Assets to determine the optimal market approach; this extends to understanding country specific legislation and advising on optimal contract constructs e.g appropriate use of bareboat charters, drilling services contracts, etc
• Leading cross functional teams in the delivery of sound rig contract strategies end eventual rig contracts
• Execute market enquiries on behalf of assets; if required carry out full tendering exercises
Ensure robust process and the compliance with Company Standards and Guidelines throughout the tendering and bid Policy, Process and Governance
• Compliance with C&P processes which ensure that Strategies are developed in compliance with Group policies and the Company C&P Standards, Policies and Procedures.
• Ensuring activities are executed utilizing systems as defined in the Company C&P systems strategy (eg SAP, Procon).
• Ensuring appropriate engagement with the appropriate functions (e.g. Legal, Tax) occurs to deliver robust contracts.

Performance and Relationship Management
• Ensuring the structure is in place for the Assets’ implementation of robust Contractor Performance Management (CPM) and Contractor Relationship Management (CRM) Processes.
• Monitoring & reviewing performance of selected Group Strategic contractors at the Global level.
• Benchmarking to assure top quartile performance.
• Establishing external relationships with cross-industry peers to maintain knowledge and understanding of the business environment and developments in C&P theory and practice, assessing their impact and maximizing the benefits to the company.
• Management and delivery of global rig performance KPIs to permit relative performance ranking by rig contractor by rig category by geography.

Change Management
• Ensuring integration of the Group and Asset C&P agenda, and contributing and recommending changes to group strategies and best practice processes.
• Identifying the need for, and integrating the input of, experts from other functions and external consultants.

Personal and Professional Development
• Ensuring he/she broadens and deepens their Functional, HSSE, interpersonal, business and leadership skills through continuing personal and professional development.

Qualifications:
• Proven track record of contracting for drilling rigs – preferably experienced with all categories of rig.
• Evidence of having contributed to and led the implementation of complex contracting strategies and agreements which added value to the business.
• Proven track record of delivery, having developed and managed a wide range of successful outcomes and contracts in various environments and contributed to customers’ success.
• Evidence of being able to interact with diverse teams of people and stakeholders within challenging and diverse environments; ideally will have led a C&P team focused on Well Engineering contracts in a global organization.
• Experienced in working and being influential internally at GM level and above, and externally with senior managers of suppliers and contractors, to create a shared agenda.
• Energetic, enthusiastic individual with a passion for leading change and driving C&P excellence into the business.

• Fully competent in all phases of the C&P process, with full understanding of company’s tools & techniques and relevant regulatory / legislative requirements.

• Good knowledge and understanding of constituent rig categories, global and regional markets, up to date knowledge of forward looking demand as well as new build tonnage coming to market, and the predicted supply/demand balance over forward looking 2-3 years. Knowledge of cost build-up, and of the principal suppliers relevant to each category.

• Demonstrates full understanding of HSSE requirements and knows how to apply them within C&P context.

• Noted for commercial acumen, creativity, clarity of communication, and conceptual thinking ability.

• Highly developed quantitative, analytical and project management ability.

• Proven effective networker with evidence of developing and building constructive working relationships, whilst maintaining objectivity and pragmatism. Tenacity and the ability to manage multiple parties and weave disparate aims into a single coherent approach are a must

• Strong communication, networking, influencing and inter-personal skills with the professional credibility and cultural sensitivity to represent C&P with a broad range of internal and external stakeholders

• Deep understanding of C&P governance, process and systems, and the ability to provide leadership across organizational boundaries in regulatory and ethical matters.

• Ability to recognize opportunities for knowledge transfer across different business scenarios.

• Gravitas, emotional resilience, confidence and ability to relate to Group Senior/Executive Leadership

• Educated to degree level; membership of a relevant professional body (eg: MCIPS, CPSM, MIIAPS) preferred.
• Fluent in the English language and able to effectively articulate complex issues in written and oral presentations.
• The jobholder will be required to undertake occasional national and international travel.
