The Company:
Our Client is a major petrochemical company in Qatar.

The Role:
Developing, implementing, monitoring and continually improving IT service and portfolio management policies, processes, KPIs and procedures. The role supports the other IT divisions by setting the common and consistent governance, framework, methodology, templates and automation tools to successfully manage communications, integration, deliverables and stable operations across all IT divisions.


1. Execute service management plan for effective service delivery engagement across all IT divisions.
2. Build service and project management policies, processes, RACIs, KPIs, procedures, guidelines and ensure relative awareness of all involved stakeholders.
3. Recommend and implement project and service advisory bodies to ensure effective monitoring of projects delivery and stabilization of production services.
4. Implement automation tools to integrate and operate service and project management requirements for effective and efficient use by all IT divisions.
5. Manage assigned projects by defining and documenting requests, business case, charter, scope, project plan, supplier relation, changes, risks, issues, benefits, lessons learned and closure requirements.
6. Monitor and update IT portfolio in light of added, modified or deleted projects and services.
7. Audit IT divisions to ensure adherence to all set accreditations, strategies, policies, processes, RACIs, KPIs and procedures.
8. Monitor execution of all continual improvement plans and escalate to management for timely action.
9. Implement controls to mitigate audit governance risks and observations.
10. Develop IT strategic reports related to benefit management, annual deliverables, customer satisfaction, IT steering committee dashboard and executive management requirements for marketing of IT contribution and value.
11. Provide strategic and tactical management recommendations aiding to resolve project, operational and resources issues across all IT divisions.
12. Align budget planning with strategic, project and operational business requirements for maximizing value.

Essential Skills / Qualifications:
Education:
•Minimum of Bachelor’s degree in computer, electrical, electronic, business or similarly relevant major.
• Proven knowledge and hands-on experience in one or more areas of strategic planning, performance management, governance, risk management, compliance, quality management, service management and project management.


Experience:
• 8 overall years of related IT experience.
• 4 years in a similar position/responsibility, preferably in a similar industry.

Desirable Skills / Qualifications:
• Superior vertical knowledge in the overall area of IT planning/governance and technical management integrations.
• Superior vertical knowledge in specific area(s) of implementing IT process governance and mapping.
• Superior technical knowledge in one or more areas related to business analysis, service management and project management.
• Experience in making balance between project management, operations and communications.
• Understanding on best use of applicable international standards and industry frameworks.
• Use of computer productivity applications for word processing, sheet creation, presentation and project planning.
• Preferred certifications: Balanced Scorecard, COBIT 5, ITIL3 and PMP.
