Job Purpose:

The Government & Public Affairs function is responsible for identifying and managing political, regulatory and policy risks associated with the clients business and advise the Director of External Affairs & Social Investment on the issues. It ensures that issues are identified, taken into account and managed in investment and operational decisions and actions throughout the project lifecycle.

The Government & Political Affairs Advisor is responsible for the identification of emerging political, policy and regulatory issues of potential relevance to the clients business and coordinates the development of positions, responses and advocacy strategies to manage impacts.

Responsibilities /Key Objectives:

Provides regular reporting and analysis of national and regional political issues (using both field and desktop research) of relevance to the clients Ghanaian and global operating environment; the Oil and Gas industry, plus ad hoc reporting of critical and topical issues as and when they occur.

Works closely with the business to highlight changes relating to political risks in the clients operating environment (fiscal, regulatory, policy etc.) and assists in the development of management strategies for identified risks.

Develops coherent and robust political, economic and social risk scenarios as key input to the clients Ghana’s strategic planning and external risk management.

Provides support and assistance to the Head, External Affairs & Social Investment as required.

To understand TGL’s Business Drives and ensure that the clients operation and business take cognisance of the socio-political risks and issues.

Develops relationships with relevant external political consultants, policy advisers, think tanks, etc. to build a network and provide information to the business on emerging/current political risks.

Supports the building of relationships with the clients Ghana’s stakeholders, including Government departments/ministries, Regulators, Parliamentarians and Committees to enable engagement on priority issues.

To explain organisational positions and to identify to third Parties, major issues.

Inputs to the work of key clients Ghana functions to influence positive outcomes through engagement with relevant Government and other stakeholders, by engaging directly or supporting the engagement of others.

Evokes appropriate stakeholder mapping in support of TGL stakeholder/ issue management.

Evoke appropriate stakeholder management and strategies

Provide advice to the Head of SEA, TGL and the Head of Political Risk and Head of Regulatory Affairs and Compliance at Group level to provide understanding on how emerging Ghanaian political risks will affect the clients global business and to ensure that Group positions/issues are taken into account in the development of external responses/engagement.

Enables the clients Ghana leadership to effectively input to and leverage Group positions on political issues of global significance to the clients business.

Maintains the highest standards of Political risk information management, including:-

defining and prioritizing what the business needs to know;

understanding where to acquire relevant information;

collecting information in an ethical manner, using open sources, and according to the Code of Business Conduct, and grading, packaging, analyzing and disseminating the information to the business.

Improves internal political understanding and knowledge, for example through briefings for staff and contribution of articles to the company intranet.

Advises on and evokes strategies for relevant stakeholder mapping, management, and engagement.

To brief on emerging risks and their potential impact on the client and to develop positions to manage these.

Essential Skills / Qualifications:
Experience and Education:
Demonstrable experience of working in external-facing government relations/stakeholder engagement roles on behalf of a global corporate entity,
Strong experience of and proven ability in political risk reporting and analysis of political environments (security risk reporting and analysis would be acceptable).
Excellent understanding of national, regional, and global political trends, analytical skills and an appreciation of their implications for running a sustainable business.

Minimum requirements
Masters degree from a leading university in Business, International Development, Politics and Economics or related field. An MBA would be an added advantage.
Minimum of 10 years’ international experience in one or a combination of the following:
Economics/ international business policy or strategy development.
Government advocacy and/ external affairs work.
Track record of government advocacy and/or external affairs work.
