The Role:
Handover Technician should have experience in turnover, commissioning, and startup activities and documentation of projects. Knowledge of project execution plans, the major phase gates and milestones associated with Turnover and Handover to Base Operations.
Strong planning skills; ability to identify appropriate sequencing of activities and allocation of resources. Ability to interface with all disciplines.
Handover Technician must have the ability to develop work processes that reflectively support the Handover Task and should be able to communicate to all parties involved and find agreement of the path forward and process to be implemented.
Handover Technician must have good leadership and communications skills; able to communicate clearly and professionally with follow through.
Handover Technician must have initiative and good organizational skills for the multiple project task work, which will be anticipated.
Understanding of Construction, Commissioning and Startup Procedures is a plus
Reports directly to Shared Service’s Group Supervisor.

Specific skills:
Good computer skills in Excel, Word, Power Point programs.
Use feedback to improve own work.
Write and speak in a clear and convincing manner, using appropriate arguments, style and language.
Good Knowledge of Russian and English languages.

Key Job Responsibilities:
Work with the MCP Construction, Operations and Completions Teams to provide guidance and support for all completion management activities; specifically related to the Completion verification of deliverables for Acceptance of Handover; whether it is deemed Care, Custody and Control (CCC) or Final Handover to Base Operations, point of Technical Commission, and or Working Commission.
Work to achieve alignment of Project Status for the deliverables as well as activities between the Major Capital Project Teams (MCPs), Operations and Maintenance Team (Project and Base), the Commissioning and Startup organizations, as well as the Completions Management and Shared Services Team.
Foster a culture in the organization that uses the elements of Operational Excellence to drive to Incident and Injury Free work environment. The Tenets of Operation will be the mechanism used for checks and balance to ensure safety remains the guiding value for the team in every activity. Forward planning and knowledge of the work place environment will be used to support the effort.


Coordination between all Major Capital Projects to Ensure Consistency for handover requirements
Develop User Manuals , Training materials of how to use the tool for MCPs
Develop Validation process for accuracy and accountability of project deliverables
Integration of Work Processes into the Completion Management Strategy; define and agree methods of communication to achieve Completion Management Goals
Rationalizing As-Built required Engineering and Vendor Key and Action Documents independently as well as within the concept of the system
Define the Turnover/Handover process from the first criteria – all the way from Turnover to Final Handover for deliverables within area of responsibility
Provide training for the following issues as related to validate the completion of the project including:
Process Safety Information (e.g., Redline documents, Vendor Key & Action etc.).
Final Handover package requirements
Special tools
System definitions
System boundary drawings
Construction & Commissioning redlines
Punch list & Walkdown
Including acceptance of Custody Transfer, Mechanical Completion
Review executions plans and Scope of work for each MCP to ensure alignment for implementation to the Project web page.
Incorporate and/or develop a path forward for accounting of any unique requirements or deliverables as it pertains to the execution of a particular project. Work Processes should be encouraged and executed to the extent possible however, where exceptions need to be made, the Technician shall work with all team members to implement any work around as necessary.
Provide support to the Completion Teams to identify and prioritize needs for meeting All Completion Requirements; from handover of all deliverables, preparation and readiness for Technical, Working and State Acceptance Commissions.
Validate data accuracy in Handover web pages
Perform testing of implemented changes in handover web pages
Develop and keep Functional Specifications & User manuals up-to-date
Issues/Review/Approve “change requests”
Work closely with Technicians and Developers.
Collect performed activities and provide weekly report


Develop and keep up-to-date Procedures and Work Processes of how to use tool for MCPs
Development and implementation of handover procedure, work processes to achieve Completion Management Goals
Identify gaps in work process/plans and opportunities for improvement in the processes to support safe and timely completion of all deliverables of the Project Team through to Final Handover. This includes follow up work required for Working Commission.
Work with Shared Services’ Technicians in a training environment and knowledge various below functional areas and participate in the execution where and when needed:
Construction Completion Deliverables (e.g., System definitions, Construction redlines, Punch list etc.) including acceptance of Custody Transfer, Mechanical Completion.
Safety Verification Requirements (e.g., PSSR, Cause & Effect testing, etc.).
Commissioning Completion Requirements (e.g., Commissioning Dossier - Procedures, Function Test, Site Acceptance Test, Leak Test, etc.).
Base Operations Handover Requirements (e.g., Final Handover package requirements, SERIP, Model Work Orders, Spare Parts recommendations, Special tools, etc.).
Process Safety Information (e.g., Redline documents, Vendor Key & Action etc.).
Operational Readiness Reviews.
