The Role:
Job Scope:

Head of Development Programs Shallow Offshore Department is the Project Owner and single point accountable for all aspects of the project to the rest of the organisation. He/she manages all major Company E&P Shallow offshore field (re)development projects including reservoir studies, reservoir modelling, well construction, workovers, pipelines and building/upgrading facilities.
He / she is responsible with preparations for operations by managing a multi-disciplinary project team and delivering the assigned project according to the Company Gating structure, until final commissioning, within budget and schedule adhering to Company E&P HSE and Project Management guidelines and standards.

Main Responsibilities:

The Head of Development Programs Shallow Offshore as the Project Owner is charged with Governance, which is understood to include:

– Appropriate Supervision of the project team. Project owners are expected to be aware of the progress to the main activities and of the challenges their project team(s) are facing.
– Strategic Steer to the project team. Project Owners are expected to show forward direction to their team(s) and provide visions of success, including key indicators to measure that success.
– Support to the project team. Project Owners are expected to provide experience and expertise, as well as influence, to help project teams cope with their technical and commercial challenges and with matters of funding and resourcing.
– Providing Assurance. The Project Owner provides confidence to Stakeholders that requirements will be met. He signs off the Project Assurance Plan (PAP).
– In his Governance role, the Project Owner receives support from the Steering Committee. The Project Owner has a duty to consult the Steering Committee, but not a duty to obey, as this would violate the principle of single – point accountability. The Project Owner has the authority to progress and opportunity through a maturation gate, but does not automatically have (financial, commercial, organisational) decision authority which always resides in organisational positions rather than project positions.
– Managing for the setup of a complex field development plan considering all petroleum engineering, well construction, facilities engineering, project services, HSSE, operation readiness aspects.
– The Head of Development Programs Shallow Offshore has the freedom to decide on projects solutions: his task is to challenge the Asset Development Managers to come up with various solutions and select with them the best technical solution for the projects
– The Head of Development Programs Shallow Offshore is under constant scrutiny due to the high profile of the projects in the company and even with external investors.
– The Development Programs Shallow Offshore makes up a significant part of the balanced score card and goals for the organization
– Advocates the proposed investment and accounts for its success once the funds are released
– Has full responsibility for the project budget including reservoir modelling, appraisal, drilling, engineering studies and facility execution
– Participates in contractor evaluation and selection process and ensures that effective contractor management is in place for the projects to be delivered in time, cost and quality with adherence to HSSE standards
– Ensures that proper front end loading engineering is realized in order to maximise the value of the delivered project
– Manages all change orders
– Secures the appointment of specialised project managers in order to deliver the different hardware packages
– Sets-up the team for taking over the execution phase, if applicable
– Accounts for project controls and ensuring timely Project reviews i.e. Gates, PSRs, Hazop etc.
– Reviews on regular basis activities of the engineering firm(s), contractor(s) and supplier(s) assigned to the work
– Monitors schedule performance of the contractors and if necessary implements corrective measures to assure timely completion

– Ensures the compliance of the development programme with Company'sTollgating process, investment and PM guidelines and ensures that all necessary permits are in place
– Assures that the project is implemented in accordance with execution plan and in accordance with approved Company's Procedures

Planning and forecasting duties:

– Forecasts final and yearly development cost to completion on a monthly basis
– Develops and monitors the project schedule
– Provides timely input for CAPEX and OPEX requirements as well as production volume planning

Industry knowledge:

– Knowledge and experience of planning, and executing offshore field (re-) developments
– Knowledge of reservoir, production, drilling, maintenance, facilities and abandonment technologies
– Updated on new technologies, contractor and supplier markets.
– Knowledge and experience in financial methodologies and principles, standards and practices applicable for investment opportunities

Essential Skills / Qualifications:
– University degree in engineering
– Over 15 years professional experience in offshore projects and operations in E&P business
– Ability to work well with multi-disciplinary teams, capable of building teams and to work with a variety of persons
– Strong leader, business driven, advocate of development investment and manage without second-guess
– A working knowledge of offshore planning, reservoir, drilling, engineering and construction management as well as awareness of environmental practises
– Strong organizational, interpersonal and communication skills
– Accomplished negotiator with sound analytical abilities and capable of cost control and administration
– Knowledge and ability to facilitate meetings, conduct effective briefings and presentations
– Contract management experience (claim management, etc)
– Very good command of English language (written and spoken)
– Computer literacy
