The Company:
Our client is a leading multinational EPC company with a focus on the Middle East region. They are seeking a high calibre Senior Head of HSE to run their operations in Kuwait.

The Role:
Head of HSE - Kuwait (initially Dubai)

Experience Profile
Total work Experience Required: Min (in years): 12 yrs
Max (in years): 15 yrs

Reporting Structure
This position will directly report to Project Director and team of HSE will report to him.

1. Exposure in handling HSE function of large scale refinery / petrochemical complex project

2. Health Safety & Environment, Fire Safety, First aid certification.

3. Exposure in EPC Coordination

Key Accountabilities and Responsibilities

Build HSE Management Systems and processes for the Project and cascade the principles to various constituent businesses
Devise HSE objectives and provision of support and facilitation to Project and functions for framing the HSE plans
Foster continual improvement in HSE practices by adopting international HSE best practices and benchmarking HSE performance regularly
Create an effective HSE Organization structure to deliver the objectives of the function

Provide support and guidance to the Project and functions for solving technical HSE related issues
Document HSE management systems about how to manage risks related to HSSE aligned to the constituent the Project
Guidance and provision of HSE technical and management support to the proejct in the establishment of HSE systems, standards and procedures
Provision of technical HSE inputs for projects, modifications and improvements
Review HSE integration across the different constituents of the Business Value Chain

Build a comprehensive HSE Training and Communication program to increase HSE awareness and competence
Guidance in building Training and Communication modules both at the Group Level and constituent businesses
Conduct HSE training and awareness session across businesses

Mentor and Coach the Group HSE team and Business HSE teams to achieve the desired objectives
Review and monitor the performance of the Group HSE team
Guide the HSE teams in their goals and objectives

Prepare and monitor HSE budgets at a project level and inputs to the business HSE budgets for better utilization of funds for different activities
Develop a HSE budget for activities across the businesses
Give inputs to the Business HSE teams in preparation of business specific HSE budgets

1. Skills and Knowledge required by the candidate

a) Educational Qualifications and Certifications:

Graduation qualification required by the candidate (Specify specialization)
BE in Mechanical + PGD in Industrial Safety

Post Graduation (If required)
Desirable - PGD in Industrial Safety

Additional Certifications ( If required)
All necessary certification that is in accordance with requirements of WSH
Any other
Experience in Refinery / Petrochemical projects
