The Role:
Our client, a leading producer of LNG in the Middle East are looking to appoint a Head of Operational Capability for their team in Qatar. Typically the successful candidate will plan, lead, direct and control the functions and activities of the operational capability development team within the Learning and Development department. This position will drive all aspects of the company's operational capability initiatives such as operational competencies framework, career pathways and workplace learning roadmap. Working in conjunction with the company's training providers to ensure that learning programs are being delivered to trainees and developees as per the requested standards and objectives.

Key Responsibilities include:
Strategy formulation & implementation - developing the Operational Capability strategies and plans in line with business needs.

People Management - providing guidance and direction to the Operational Capability Team, coaching the team and devloping KPI's.

Policies & Procedures - recommend improvements to departmental policies and direct the implementation of procedures.

Budgets & Plans - prepare the Operational Capability budget and monitor financial performance against the budget.

Operational Capability Planning - analyse and map the operational capability needs to identify improvement opportunities and direct the Operational Capability implementation plan to ensure the effective execution of all programs associated to operational learning.

Establish and communicate the Operational Capability Framework to ensure clarity around OC goals and objectives

Delivery of all HSE training programs

Collaborate with the company's training partners to facilitate workplace learning phases

Establish an integrated OC information system to ensure all OC processes are executed

Ensure the Information Management System is maintained

Provide internal consultancy to management and the executive team on operational capability matters to ensure alignment throughout the business

Collaborate with Heads of Department to establish and 'e' learning provision

Management reporting and team management


Key skills/attributes:
* Degree qualification in HR-TD or similar discipline
* Professional HR Certificate or Post Grad Diploma in learning & development
* 10 years of related experience
* Middle East experience preferable
* The ability to define and implement effective business solutions to meet the company's operational and learning objectives
* Oil & Gas experience desirable
