The Role:
To lead a group of senior production engineers and subject matter experts that provide operational support to Production Operations and Maintenance

Before start-up of the facilities the primary focus will be with operability and maintainability matters and integration with the Project and Operations Groups to ensure requirements are satisfied. Be responsible for the effective transition of all facilities engineering related information from project to operational environment as part of interim handover¬Ě. After facility start-up provide operations engineering support and expertise to offshore and onshore production units to achieve cost effective operations, while minimizing safety, health and environmental risks. Coordination of change management for modifications ensuring that design and plant changes are safe, operationally compliant and cost effective.

Ensure that all Production Engineering activities are reflected in the IPO Operational Readiness & Assurance (OR&A) Plan. .
To liaise between IPO and Project Engineering groups on technical and operational issues.
Ensure that Production Engineering input into Project Design is maintained ensuring facilities are fit for purpose.
Lead teams in the performing of Operability & Maintainability (O&M) Reviews of the offshore modules and report findings.
Ensure all O&M Review findings are documented and corrective actions are monitored and tracked to completion via Concerns Registries (both Onshore and Offshore).
Provide support to, HAZOPS, HAZIDS, QRA, RAM, 3D Model Workshops, SILs, FATs, SATs and operational reviews.
Identification of Saferty Critical Elements and Performance Standards and liaison with HSSE organisation regarding further detailed definition of initial bowties
Provide technical and operational support as required to the Commissioning, Acceptance and Start-up Groups involved in offshore facilities, onshore facilities and pipelines.
Coordinate change management controls around Technical Queries (TQs), Company Instructions and Potential Change Notices (PCNs) to ensure that the document content is valid, technically sound and where possible prepare cost estimations to support its endorsement by management.
Develop feasibility studies for modifications and addictions for production facilities in order to improve their performance or expand their operational capacity.
Provide Production Engineering input into the development of manpower plans and OPEX estimating models.
Identify and assess new technologies for optimisation of plant operations.
Mentor and develop Kazakh national staff.

This role is currenty being transitioned between departments within the organisation and the exact job dimensions are still to be defined, however,
Main Interfaces:
The job holder has to maintain effective relationships with HSE, EP Project Groups, Facility Engineering, Well Services, Pipelines, Chemical Management group, Operations, Maintenance, Asset Integrity group, Transportation and Marketing, and Corporate Technical Authorities.

The job holder will liaise with related partner representatives, contractors, vendors, RoK authorities through the appropriate Company departments, specialised companies, and technical institutes on studies, standards and contractual issues.

Other special challenges include:
Working in a bureaucratic environment driven by a complex PSA and Kazakh legislation.
Working in a venture with many partners.
Sustaining an excellent working relationship with our key partner , recognising the long history of the project.
Implementing standards in a project that is already far underway. Assuring that the minimum standards are achieved.
Working within and towards a very challenging project and start-up schedule to deliver first oil as per agreements.

Essential Skills / Qualifications:
In order to process work permits in Kazakhstan the authorities require high education (min Bachelor level or higher). . For some roles, lower level educational qualifications are acceptable e.g. HNC, MTS, but these are often the exception rather than the rule. You are encouraged to discuss this with the job owner or line manager for the role).

The job holder must have :
Relevant Engineering degree;
Minimum 15 years Oil and Gas industry operational experience (on- and offshore) with minimum 5 year in an operations role, with track record as a supervisor;
Experience in the implementation of technical support Management Systems for a large scale Oil and Gas production operation;
Recent experience of a senior role in a start-up production environment;

Desirable Skills / Qualifications:
It is recommended that candidates show any evidence of being capable of:
working to tight deadlines
managing change & uncertainty
working in direct and virtual team environments.
A thorough understanding of complex operational issues and possess the ability to promote them (within a Project or Operational environment) in an operational and construction context;
Knowledge and understanding of required international technical standards.
