The Company:
A large oil and gas operator

The Role:
• Monitor the implementation and effectiveness of Health, Safety & Environmental (HSE) plans, procedures, safe practices, and regulatory requirements for assigned facilities; provide recommendations to ensure continuous improvement in the HSE MS programs/procedures.
• Provide coaching/verification to Operations that client's HSE MS systems and processes are understood, implemented and sustained.
• Actively engaged in day to day support of site activities and activity supporting Operations in task planning with an independent perspective on risks and the strength of the layers of protection, controls and verification of execution.
Ability to coach and mentor personnel to raise the quality of HSE topics, e.g., JRAs, PTW, incident investigation, risk assessments, HSE leadership, behavior base safety programs and conduct other HSE training.
• Assist with reviewing SIMOPS activities and verify “span of control” limits are not exceeded;
• Identify hazards, including personal safety, health, security, and process safety and participate in the development of risk reduction measures to manage the risk of site; engage with Site Foreman/Operations Supervisor and assist with communicating process safety information.
Provide oversight to support site activities having effective work safety arrangements while participating in assessing/reviewing JRA’s and conducting worksite walk-thru’s; verify risk assessments are conducted effectively including participation and engagement of all involved in the work, and are properly documented, conduct JRA and PTW audits.
• Competent personal and process safety professional, who is “skilled” in the identification, assessment and monitoring of HSE hazards and layers of protection to prevent incidents, and who has “basic” competence in health, safety and environment.
• Participate in site meetings; provide daily HSE messages; regularly present HSE related topics; communicate HSE Lessons Learned and all site incidents from peers to utilize Best Practices.
• Lead the implementation of Local Site Specific ERP as a result of learnings from drills, audits and/or personnel change; act as On-Site Safety Officer and member of the On-Scene command structure for the facility.
• Strong interpersonal skills; effective communicator; strong computer skills; judgment to escalate emerging risk concerns with an independent view through HSE; work effectively within a distributed team environment.

Essential Skills / Qualifications:
• Minimum 5+ years HSE experience in oil and gas operations
• Understanding of site based HSE Operations
• HSE Regulations Understanding, OSHA, DOT, TRCC, TEQC, EPA
• Risk management and risk assessment skills.
• Knowledge of Safety Case process and requirements
• Technical Proficiency in and knowledge of Operational Procedures, PTW, MOC, CSE, Working at Heights
• Technical Proficiency in Auditing
• Technical Proficiency in Incident Investigation
• Technical Proficiency in Emergency Response
• Engineering or Science Degree, or HSE certification HSE management courses
