The Role:
The HES Advisor/Manager is responsible for coordinating and managing the Health, Environmental & Safety (HES) program, Permitting/Regulatory Affairs, Emergency Response, and Security activities of the Project, a $500 Million project to expand and modernize the Crude Tank Farm at Tengiz. The HES Advisor/Manager will support the Project Manager and Leadership Team to foster an environment of Incident and Injury Free, high performance, world class capital stewardship, exemplary decision quality through lessons learned and consistent best practice applications across the project as well as effective engagement and communication with partners. The project is moving into phase 4 in Q1 2014.
The HES Advisor/Manager is responsible for the implementation and assurance of Phase 4 project HES Plans and development of the Phase 5 plan. The position will interface with key stakeholders (Operations, headquarters staff, partners, government regulators, contractors, Global Gas & Upstream, PRC, ETC, etc.) and will be responsible for the successful implementation of the Incident & Injury Free (IIF) program during detailed design and at the construction site. The HES Advisor/Manager will oversee the identification and management of HES risks and ensure closeout of HES risk register actions as well as oversee incident investigations. Other responsibilities include but are not limited to air emissions modeling, coordination of CHESM activities, project HES metrics reporting, participation on the Project Leadership Team, and chairing the IIF Leadership Team. The position must assure that the project facility is safe, operable, maintainable, cost-effective, constructible, and reliable and meets the design intent of the project. The position will require close coordination with engineering and design, operations, partners and the construction contractors. The HES Advisor/Manager will supervise a staff of 8 to 12 safety and regulatory affairs professionals.

Qualifications and Skills
•Demonstrated commitment and implementation of Operational Excellence/HES programs to support IIF performance thorough understanding and application of IIF principles and practices, PPE, OE tenets, and Safety in Designs.
•Proven OE/HES management experience and expertise in the design and construction of capital projects.
•10+ years project OE/HES experience including permitting and regulatory affairs.
•Understands and applies Company practices including understanding of CSOC principles and application of CPDEP tools, PEP, Contractor HES Management, environmental performance standards, lessons learned, hazops, IHAZID, etc.
•Strong knowledge of OE/HES processes and practices for implementation.
•Experience with formal processes to assess safety and environmental risks and then implementing solutions.
•Skilled in working and communicating with a multi-lingual, multi-cultural workforce, and multi-disciplined workforce. Capable of producing good results working with local construction contractors and resources with less experience and knowledge.
•Demonstrated history of effectively training and mentoring national employees.
•Strong communications skills, written and verbal, for the development and execution of written HES and Permitting Plans, in liaising with key stakeholders, and in implementing HES programs and training.
